shall begin September 30, 1995, and continue through May 30, 1996. The
National Center for Research Resources (NCRR) of the National
Institutes of Health (NIH) has a requirement to provide all necessary
services, qualified personnel, materials, equipment, and facilities,
not otherwise provided by the Government, to obtain the advice and
guidance of a senior evaluation consultant to develop the appropriate
methodology and design including preparation of cost estimates for a
full-scale evaluation to determine the effectiveness of the program
entitled, Research Centers in Minority Institutions (RCMI). The RCMI
Program addresses the under-representation of minority investigators
and institutions in biomedical science by enhancing the research
environment at minority colleges and universities that award doctoral
degrees in the health sciences. Specifically, the Contractor shall have
demonstrated expertise and/or be knowledgeable in the following areas:
1) evaluation design and methodology development, 2) statistics and
data analysis and synthesis, 3) computer database software and system
operations, 4) management of large research projects, 5) management of
Federally-funded grant and contract programs, and 6) resource center
operations. The Contractor shall also have good written and
communication skills and experience in coordinating and conducting
meetings. Demonstrated expertise would include submission of 1)
curriculum vita for senior staff and 2) final evaluation reports. NOTE:
The purpose of this synopsis is to ascertain qualified small businesses
and/or eligible 8(A) sources for this type of service. The Government
intends to negotiate either 1) under the 8(A) Program, or 2) Set-Aside
for Small Businesses. Responses will not be considered as either bids
or proposals, cost or pricing data must not be submitted. Concise
responses directed specifically to the requirements mentioned above are
requested and will be considered. This notice is limited to interested
small businesses and eligible 8 (a) sources who demonstrate their
capabilities and experience. NOTE: Standard Industrial Code = 8742,
Small Business Size Standard=Having average annual sales or receipts
for its preceding three (3) fiscal years not in excess of $3,500,000.
