planning to initiate procurement of production quantities
(approximately 200 over eight years) of an Improved (Chemical Agent)
Point Detection System (IPDS) beginning in FY96. The system was
developed by the Naval Surface Warfare Center Dahlgren Division
(NSWCDD) with Science and Technology Corporation, Hampton, VA producing
engineering development models under an R&D contract let by NSWCDD.
However, inasmuch as the Navy is planning to have these systems built
to a detail technical drawing package in lieu of a performance
specification (an acquisition philosophy embarked on prior to recent
acquisition reform initiatives), the Navy would like to receive
comments from industry regarding producibility improvements. As well,
the Navy would like to know if there are commercially available
specifications that can be cited in lieu of the approximately 45
MILSPECS/MILSTDS deemed critical for the performance of this system.
Therefore, we are interested in receiving written or oral comments on
the drawings for the IPDS, with particular emphasis being placed on the
most critical component, the Ion Mobility Spectrometer. Firms who are
willing to participate in a producibility review of the drawings must
agree that it will be at no cost to the Government. We contemplate
mailing the IPDS drawing package (approximately 200 drawings marked
``Draft'') and the list of 45 MILSPECS/MILSTDS to interested firms for
their review and response within 14 days of Government overnight
mailing. Preferably, at the end of the 14 day review period, each
participating firm will be separately scheduled to brief Navy technical
personnel, at NAVSEA, of their findings. Alternatively, firms will be
asked to submit their comments in writing at the end of the 14 day
period. All firms that agree to participate must send written
acknowledgement that it is understood that no reimbursement will be
made to them for any costs incurred. It must further be agreed in
writing that all comments submitted to the Government, written or
verbal, with regard to the drawings, will be non-proprietary and come
with unrestricted rights to the Government. Firms are cautioned that in
order to be eligible for the planned production award they will have to
possess, prior to award, a license issued by the Nuclear Regulatory
Commission to manufacture, handle, store, dispose of and/or ship,
Americium-241. Interested firms should contact the Contracting
