The Pacific Contracting Center, Tripler Army Medical Center intends to negotiate with The American Red Cross Hawaii Chapter, 4155 Diamond Head Road,, Honolulu, HI 96816 on a sole source basis to obtain training services. The offeror shall conduct two three-week Health Emergencies in Large Populations (HELP) courses in Disaster Management and Humanitarian Assistance in Hawaii. In accordance with FAR 6.301-1, it has been deterined that The Red Cross Hawaii Chapter is the only responsible source that offers a certified course in disaster management and humanitarian assistance.
