be comprised of the following: This project will provide for
installation of approximately 900 linear feet of ductile iron pipe
ranging in size from 24 inches to 42 inches in diameter, installation
of new manholes, connection of new pipe to existing manholes, all
paving and landscaping as required to restore the area to its original
condition. Interested bidders must meet the following minimum
prerequisites in order to receive a copy of the Request for Quotation
(RFQ) package. Only those firms who respond within the specified time
period and provide sufficient written documentation to show they meet
the following minimum prerequisites, as determined by Westhinghouse,
will receive th subject inquiry for bidding purposes. 1. All
prospective bidder personnel must be U.S. citizens and possess
identification to attend the on-site pre-bid tour. Attendance at this
meeting is essential for proper understanding of unique ingress/egress
procedures and complex site conditions. Also, all vendor personnel
accessing the Westinghouse-Bettis site to perform work must be U.S.
citizens and any uncleared vendor personnel (i.e., not currently
possessing active Department of Energy security clearance) requiring
access inside the Westinghouse-Bettis perimeter fence for more than
five days will be required to complete a Questionnaire for Uncleared
Access (QUA). Westinghouse shall process uncleared access requests at
no cost to the contractor; however, the effort to complete and submit
QUAs is solely at the contractor's expense. QUAs must be submitted as
necessary to fully staff the job within ten days of the contract
placement. 2. Prospective bidders must have bonding capability from
sureties listed in the U. S. Treasury Circular 570 relative to contract
performance or be able to provide irrevocable letters of credit from
financial institutions that are Federally insured and have investment
grade or higher rating from a recognized commercial rating service. 3.
This is a small business set-aside action reference Note 1 applies.
Prospective bidders must certify they qualify as a small business. 4.
Prospective bidders must agree to submit a Foreign Ownership, Control
or Influence Certification and all necessary supporting business and
financial documentation, if requested by Westinghouse. Request for the
RFQ along with the necessary documentation clearly showing your firm
meets the above minimum prerequisites, must be in writing (telephone
requests will not be honored), and your letter must be postmarked no
later than fifteen calendar days after the date of this publication.
