INCIDENTIALS, AS-BUILTS AND PERFORM LABOR TO INSTALL A WRAP PROTECTION
SYSTEM ABOVE THE SUBMERGED ZONE OF THE SOUTH WHARF SYSTEM AND
REPLACEMENT OF SIX INCH DUCTILE IRON WATER MAIN SUSPENDED FROM THE
SOUTH WHARF (BASE BID). THE PROJECT ALSO INCLUDES TWO OPTION ITEMS: (A)
PROVIDE ALL MATERIALS, EQUIPMENT, TRANSPORTATION, INCIDENTIALS AND
PERFORM LABOR TO INSTALL A SACRIFICIAL ANODE CATHODIC PROTECTION SYSTEM
FOR THE SUBMERGED PORTION OF THE WHARF SYSTEM (OPTION ITEM #1); (B)
PROVIDE ALL MATERIALS, EQIPMENT, TRANSPORTATION, INCIDENTIALS AND
PERFORM LABOR TO INSTALL A WRAP PROTECTION SYSTEM ABOVE THE SUBMERGED
ZONE OF THE NORTH WHARF SYSTEM (OPTION ITEM #2). THE GOVERNMENT MAY
AWARD THE OPTION ITEMS AT THE TIME THE BASE BID IS AWARDED. THE
GOVERNMENT RESERVES THE RIGHT TO EXERCISE OPTION ITEMS WITHIN SIXTY
(60) CALENDAR DAYS OF THE DATE OF CONTRACT AWARD FOR THE BASE BID. WORK
IS LOCATED AT USCG BASE KETCHIKAN, ALASKA. ESTIMATED COST RANGE,
INCLUDING OPTIONS, IS BETWEEN $500,000 AND $1,000,000. THE TIME FOR
COMPLETION IS 310 CALENDAR DAYS AFTER RECEIPT OF AWARD. AWARD IS
SUBJECT TO THE AVAILABILITY OF FUNDS. ALL RESPONSIBLE SOURCES MAY
SUBMIT A BID WHICH SHALL BE CONSIDERED BY THE U. S. COAST GUARD.
REQUESTS FOR BID DOCUMENTS MUST BE SUBMITTED AND RECEIVED BY THIS
OFFICE NO LATER THAN 14 AUGUST 1995. THIS PROCUREMENT IS BEING ISSUED
PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM.
FOR MINORITY, WOMAN-OWNED AND DISADVANTAGED BUSINESS ENTERPRISES: THE
DEPARTMENT OF TRANSPORTATION (DOT), OFFICE OF SMALL DISADVANTAGED
BUSINESS UTILIZATION (OSBDU), HAS A PROGRAM TO ASSIST MINORITY
WOMEN-OWNED AND DISADVANTAGED BUSINESS ENTERPRISES TO ACQUIRE SORT TERM
WORKING CAPITAL AND BONDING ASSISTANCE FOR TRANSPORTATION RELATED
CONTRACTS. THIS IS APPLICABLE TO ANY ELIGIBLE PRIME OR SUBCONTRACTOR AT
ANY TIER. THE DOT BONDING ASSISTANCE PROGRAM ENABLES FIRMS TO APPLY FOR
BID, PERFORMANCE AND PAYMENT BONDS UP TO $1.0 MILLION PER CONTRACT. THE
DOT PROVIDES AN 80% GUARANTY OF THE ONE AMOUNT TO A SURETY AGAINST
LOSSES. LOANS ARE AVAILABLE UNDER THE DOT SHORT TERM LENDING PROGRAM
(STLP) AT PRIME INTEREST RATES TO PROVIDE ACCOUNTS RECEIVABLE
