CHANGE IS ESTIMATED COST. Provide all labor, material, equipment,
transportation, and supervision necessary for window and exterior door
replacement at Hull Housing and Randolph Housing, Randolph, MA
(Norfolk County). Work includes the removal and replacement of existing
windows with new solid vinyl double hung/picture windows (8) at Hull
Housing Units. Removal and replacement of existing windows with new
solid vinyl double hung windows (9 per unit x 16 units = 144 windows)
at Randolph Housing. Remove 2 exterior doors at each housing unit (16
total units at Hull and 32 units at Randolph) and replace with new
solid fiberglass pre-hung doors and aluminum threshold. Replace approx.
1500 lf of 4 inch x 4 inch posts and braces in carports of Hull and
Randolph housing. Estimated cost of this project is between $100,000.00
and $250,000.00. Solicitation packages to be available on or about July
14, 1995. There is a $20.00 non-refundable charge for the bid package

about August 14, 1995. This procurement is unrestricted and is being
issued pursuant to the Small Business Competitiveness Demonstration
program. THIS NOTICE IS FOR INFORMATIONAL PURPOSES FOR MINORITY, WOMAN
OWNED, AND DISADVANTAGED ENTERPRISES: The Department of Transportation
(DOT) Office of Small and Disadvantaged Utilization (OSDBU), has
programs to assist minority, woman-owned, and disadvantaged business
enterprises to acquire short term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment, and
performance bonds up to $1.0 million per contract. The DOT provides an
80% guaranty on the bond amount to a surety against losses. Loans are
also available under the DOT Short Term Lending Program (STLP) at
prime interest rates to provide accounts receivable financing. The
maximum line of credit is $500,000. For further information regarding
