Contracting Officer, Bonnie Fitch. The Air Force Development Test
Center (AFDTC) intends to acquire competitively one each paint spray
booth which is required to provide adequate ventilation and control air
emissions Volatile Organic Compounds (VOC's) during paint spraying
operations which are performed to control corrosion on the aircraft at
Eglin. This corrosion function does full-paint and touch-up painting
in support of the testing mission. The booth shall be of a size
adequate to perform a full paint job on a C-130 size aircraft.
Dimensions: 37.9 feet high, 132.6 foot wing span, 111.9 feet long.
Control of the VOC emissions is necessary to meet the intent of the
Clean Air Act (CAA), by actually reducing VOC emissions to the
atmosphere, and providing a means of monitoring those emissions for
compliance purposes. This modification must also entail NFPA
requirements for fire protection and meet OSHA worker protection
requirements. Chamber will be installed by the contractor within Hangar
72, Eglin AFB and contain an aqueous film forming foam (AFFF) fire
suppression system (under wing and overhead). Spray booth shall have
ultra-violet and infrared detectors. Sufficient detectors shall be
provided to cover the entire booth area. An emergency lighting source
shall be provided in accordance with the Life Safety Code, NFPA 101.
The chamber shall be a complete package to include enclosure, interior
fire protection, interior illumination system, ventilation and heating
system exhaust system, electrical system. Booth shall be designed and
constructed for connection to a 480 volt, 3 phase, 4 wire, 60 hertz
electrical power supply. The paint spray booth shall be furnished
complete, designed and installed, including utility and electrical
power hook-up required for an operational spray booth. The booth shall
have a three stage filter system (two dry particle filters followed by
an additional carbon filtration system to remove VOCs from exhaust
air). The paint spray booth erection, assembly, wiring, duct work and
piping shall be free standing. The booth and all equipment shall be
properly grounded. Fans, motors, duct work, wiring and piping shall be
placed outside the booth and inside the existing hangar. The
contractor shall provide a six inch wide, steel reinforced concrete
curb for the booth to set on. Four personnel doors shall be provided.
The inside of the booth shall have smooth walls and ceiling so as not
to interfere with the airflow through the booth. The entire interior of
the booth shall be of monpainted galvanized steel to provide a bright
and non-corrosive working environment. explosion proof lighted exit
signs shall be installed above personnel doors. Five sets of operating
manuals will be provided with the booth. The contractor shall provide
an engineer or technician to supervise and install the paint spray
booth through final inspection. The contractor shall provide a training
program to acquaint facility operators with the operation and
maintenance of the paint booth and techniques employed in
service/maintenance upon completion of installation of the booth.

personnel. Routine technical and contracting issues should therefore be
directed to the technical and contracting staff identified elsewhere in

be considered. Firms are also requested to submit information regarding
their capabilities (i.e., literature, catalogs, brochures, etc) to
furnish supplies that comply with the requirements of the government.

in response to this synopsis.) Firms responding to this solicitation
should reference F08651-95-R-0168 and indicate whether they are or are
not a small or small disadvantaged business concern as defined in FAR
52.219-1 and 52.219-2 and whether they are a manufacturer or
