497-3657 In the absence of other qualified sources it is the intent of
the National Institute of Standards and Technology (NIST) to purchase
one rheometer from Bohlin Instruments, 2540 Route 130, Cranberry, NJ
08512 under ''Other than Full and Open Competition'' procedures
pursuant to 41 USC 253(c)(1) - only one responsible source. The
requirement is for a complete system for rheological measurements in
research, quality control and development consisting of a drag cup
motor, and low inertia upper fixture supported by a frictionless air
bearing capable of operating at rotation speeds up to 320 rad/sec with
low inertia non-contacting angular deflection sensors providing
resolution down to 10 to the minus 6 radians. The instrument must be
operable in constant stress, constant strain rate, and oscillation
modes. Hardware and control and analysis software must be provided to
allow measurements of creep and recovery, flow behavior, dynamic
oscillatory measurements, stress viscometry and constant rate
measurements. The instrument must be able to be configured to allow
simultaneous light scattering and rheological measurements and be
operable over the temperature range of -15 to 250 degrees celsius. A
vibration isolation platform must be provided. The base of the
instrument must be less than 8'' x 8''. When configured with Couette
sample cells it must provide, at fixed distance, an unobstructed view
of the sample area within a maximum height limit of 12'' above the base
of the vibration isolation platform. The instrument must be fully
computer automated and capable of integration with the existing
computer control systems including the PCs and VAX systems of the NIST
Cold Neutron Research Facility (CNRF). The instrument must be easily
transportable. To be considered, interested firms must submit a written
qualification statement that clearly establishes the firm's capability
to meet the above requirements. This qualification statement shall be
submitted to the individual and office cited above within 45 days from
