70 -- PURCHASE OF AIR TRAFFIC CONTROL COMPUTER BASED TOWER SIMULATOR SOL F41691-95-R0046 POC Kathy J. Williams tel: 210/652-5117/Lonny P. Weltzer, Contracting Officer, 210-652-5111 12 CONS/LGCX, Randolph AFB TX 78150-4525, intends to acquire on a sole-source basis through Music Lab Systems, Inc., 4200 Seminary Avenue, Richmond Va 23227, development of a computer based instructional music theory program, specifically designed for United States Air Force Bands. 12 CONS/LGCX will purchase this program for/and to be distributed to all (13) Air Force Bands. Contractor is required to create a curriculum designed as both an alternative to and an intensive enrichment of a traditional five semester university sequence in music theory. It will be entirely computer based and formatted (IBM PC) as a vehicle for individual instruction. The computer will be used for all instruction, including all drills, practice materials and quizzes. Reference and supplementary data and music formula will be contained in the User Manual that will be part of the curriculum package. The body of the curriculum will be structured as a spiral curriculum. There will be approximatly (25) levels of the curriculum. It will be incremental and cumulative, progressing from simple to complex skills. At every level of curriculum, each module will concentrate on the same substance but involve different sets of knowledge and skills in handling that substance. The skills will cover the identification of musical factors and principles in notation, from sound, at the keyboard, by singing, use of musical factors and principles by ear at the keyboard, and terms and facts related to describing music and musical events. In addition to the main body of curriculum, the program will include an introductory pre-theory review of the fundamentals of music notation. This will consist of practice in the use of staffs, clefs, key and time signature, accidentals, scales and modes. An assessment program for the fundamentals course will be built into the software. The program will provide and grade quizzzes for every level of every module. Every quiz will be computer generated and will deal specifically with skills taught and practiced at that and previous levels within the module. All quizzes will be different, and one cannot expect to see identical items when a test is repeated. Passing scores for quizzes may be adjusted from the default by those responsible for instruction to reflect their expectations of student capability. Records of all student achievement will be compiled and maintained by the program in two ways. First, each student's personal Menu will show that students's current status in the curriculum and record of quizzes passed, the last level of each skill practiced and the highest (anonymous), and the lowest and mean achievement levels of all members of that class or group. Second, teachers or others responsible for instruction will have coded access to each student's complete record of accomplishment, time spent working on the program, and relative standing within a small group (class) and/or in terms of all individuals involved with the curriculum on that network. The program will be the continuation of the pedagogical structure of the Music Lab Series computerized music literacy program adopted by all USAF bands. Where Literacy tutors all the pitch and rhythm skills involved in monodic reading and writing (skills formerly taught in Ear Training, Aural Skills, Dictation, and Sight Singing Classes), this program will focus on the functional and conceptual skills involved with harmony, counterpoint and complex sonorities. It will be a complete computerized, pedagogical system. Its architecture will differ slightly from all existing theory text and systems because it will be structured to take full advantage of the computer as a tutor for music study. It will be designed as both an alternative to and an intensive enrichment of a traditional five semester university sequence in music theory. It will be completely computer based (IBM PC) and formatted as a vehicle for individualized instruction. Records of all student achievement will be maintained by the program and will be immediately available to teachers. The Air Force will receive, at no charge, all upgrades of the theory program or any compatable theory program as they are prepared by and at the discretion of the developer. It will broaden the concept of music theory to stress functional as well as symbolic skills. Theory principles and practices will be taught as performance skills at keyboard and as aural and vocal skills in addition to the more traditional emphasis on notational skills. It will be completely individualized for self instruction. It will neither be time nor teacher dependent. It will ''read'', grade and visually display pitch and rhythm accuracy of one's voice while one is singing. It will provide instantaneous feedback on all student operations: includes built in remediation and administers and grades quizzes at all levels of the curriculum. The program will: Be developed to operate in the IBM PC format, fully utilize existing standard Air Force Hardware (i.e. Unisys Desktop III, Desktop IV 386/486 computers, Samsung, Toshiba laptop), provide the flexibility to meet training requirements, especially when members are deployed, completely utilize computer generated programs for instruction, provide advanced skill level capabilities for trained professionals, addressing both aural and visual disciplines, provide seamless interface between programs, offer expandibility/indefinite upgrades at no cost.
