THIS PROGRAM WILL BE A FISCAL YEAR 1996 START. Program Duration - Sixteen (16) months. The purpose of this program is to design, develop, build, and test a lightweight, low-cost array antenna for use in a conceptual bistatic receive only system. It is contemplated this program will consist of two (2) parts: (a) Part 1, basic contract to develop the design - multiple awards are planned; and (b) Part 2, on an option basis, to fabricate and test a subarray with the option(s) being exercised only for the most promising design(s) from Part 1. The successful Contractor will require secret clearance to perform this contract. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be ''significant concerns'' and should be communicated directly to the Contract Specialist, Ms. Terry L. Schooley, 315-330-7629. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. No telephone requests for the solicitation will be honored. All requests must be addressed to the attention of the Contract Specialist, Ms. Terry L. Schooley, reference the code A-6-1400-Z, and contain the respondent's Commercial and Government Entity (CAGE) code. All responsible sources may submit a proposal in response to the RFP which shall be considered. The RFP will be released no sooner than fifteen (15) days after CBD publications. PLEASE NOTE: The reference code and the solicitation number have changed; however, all organizations which submitted written requests referencing the previous codes will receive the Request for Proposal and do not need to submit another request.
