INVESTIGATIONS Contact Mr. David Goldbloom-Helzner. ICF Incorporated is
currently providing support to the U.S. Environmental Protection
Agency's (EPA) Chemical Emergency Preparedness and Prevention Office
under Contract No. 68-W4-0032 for chemical accident investigations. In
support of its efforts, ICF is interested in procuring the services of
expert consultants with skills applicable to the field of chemical
accident investigation. The following provides background on the role
and skills of the expert consultants. If you are interested in
providing such services and obtaining further information on
qualifications and how to apply, you can request a detailed statement
of work from ICF Incorporated. EPA, in a joint effort with OSHA, will
be investigating select chemical accidents to determine the cause of
the accident. The results of these investigations will be used to
hopefully reduce the likelihood of similar accidents in the future.
Upon notification of an incident, EPA and OSHA will decide whether to
deploy an investigating team to the scene. The investigation is
expected to be based on a ``typical'' investigation that proceeds in
three phases: initial on-scene assessment and characterization;
accident reconstruction; analysis and report writing. It is probable
that most accident investigations will take two to six months to
complete. The accident investigation experts will assist EPA staff and
will broaden EPA's accident investigation expertise. These expert
consultants will help satisfy EPA's need for rapid deployment of
appropriate and varying expertise to assess and investigate a major
accident. These resources will also assist EPA in determining their
need for chemical sampling, analysis, materials testing, and other on-
and off-site analyses. Consultants will work for ICF Incorporated,
EPA's prime contractor for this task. Consultants will be required to
travel, often quickly, to the accident scene and assess the accident
scene with EPA and other investigators. This assessment could include
providing advice to EPA on options for proceeding with the
investigation, developing an initial hypothesis as to the cause of the
incident, and assisting in determining what other skills or tests may
be required to carry out the investigation. Consultants also will be
expected to attend meetings, provide advice via conference calls,
prepare parts of reports or other analyses, and be available for review
and comment on EPA investigation reports. A mandatory requirement for
all investigators is the ability/willingness to travel as needed-on
short notice and possibly for extended periods. Consultants should
expect to stay sufficient time (four to eight days) depending on the
special circumstances of an accident and level of consequences or
complexity of analysis. It is not the role of the consultant to lead an
investigation. Broadly, the consultants must augment the EPA
investigation team. ICF expects to be supporting EPA in this area for
the next several years. Consultants will need to have expertise in
several areas in order to offer the required advice and review and
analyze technical reports, standards, and data that are relevant to the
investigation. The skills required will vary depending on the nature of
the incident. Some experts may need to possess general accident
investigation skills whereas others may need a specific specialty
(e.g., metallurgy). Three broad categories of skills required are:
General accident investigation and related disciplines (e.g.,
metallurgy). Specific industry processes (e.g., refining,
chlorine/caustics). Specific accident types (e.g., explosions, fires,
and process-induced and natural disasters). For further information and
