R -- SPECIALIZED SHORT TERM DEVELOPMENT PLANNING SUPPORT POC Barb Fisher, (513) 255-6134/Contracting Officer, Margaret Yarrington, (513) 255-6134. The Air Force Aeronautical Systems Center plans to contract sole source with Ball Systems, Battelle, Frontier Technologies, Questech, Inc., and SAIC individually to extend vital on-going Specialized Short Term Development Planning Support contracts at Wright-Patterson Air Force Base, OH for seven and a half months each. The five contracts will collectively fulfill the existing and future requirements through the extension period. The ordering period will be 14 Sep 95 through award of five follow-on contracts, but not later than 31 Jan 96. This is not a request for proposal. This specialized effort includes performance of Mission Area Planning, Mission Area Assessment, Mission Area Development Plan, Technical Planning Integrated Product Team technology assessment and evaluation, tradeoff analysis, cost-benefit analysis, Cost and Operational Effectiveness Analysis, conceptual definition and design requirements development, functional capabilities analysis, modeling and simulation, development of analysis tools, mission effectiveness analysis scenario development, and wargaming and campaign analysis. The follow-on to this requirement will be five five-year contracts, two of which are to be Small Business set-asides, a RFP will be issued for the follow-on contracts. Numbered Note 22 applies. As noted above, ASC intends to award contract modifications to Ball Systems, Battelle, Frontier Technologies, Questech, Inc., and SAIC pursuant to FAR 6.302-1(a)(2)(iii). This is based on ASC's findings that no other source has demonstrated a realistic capability to provide the required services by 14 Sep 95. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
