Administration, Western-Pacific Region, has a requirement for twelve
(12) transceivers with an Aeronautical band in 25 KHZ with synthesizer
control. This system is to consist of an antenna, tripod, portable
antenna systems with matching coax cables (with a minimum cable length
of 40 ft. to provide separation) and a portable 12 VDC power pack with
chargers. The transceiver systems shall be delivered to and off-loaded
to the FAA facility located in Hawthorne, CA. as specified in the
solicitation. All equipment shall be in strict accordance with FAA
standards and specifications. The Standard Industrial Classification
(SIC) Code for this procurement is 3663. The Small Business Size
Standard is 750 employees. The estimated price range for this
acquisition is between $25,000.00 and $100,000.00. The solicitation
will be issued on or about July 7, 1995, with a formal bid opening

Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment, and
performance bonds up to 1.0 million per contract. The DOT provides an
80 percent guaranty on the bond amount to a surety against losses.
Loans are also available under the DOT Short Term Lending Programs
(STLP), at prime interest rates to provide accounts receivable
financing. The maximun line of credit is $500,000. For further
