Western intends to negotiate, on a sole source basis, with ABB Power T & D Corporation for an ILIACO 2000 Metering System, Style No. ABB1C11378G01 with Installation Support Service to replace the metering current transformers (CT's) that were either destroyed or damaged by explosion of one of the CT's. The replacement system must match the existing equipment's physical characteristics and must be delivered and put into service by October 1995. ABB Power T & D Corp. has a production model optical metering system that meets this requirement and is deliverable within the stated time constraints. Vendors able to meet this requirement are invited to identify their interest and ability by submitting a proposal to include technical data, pricing, and any other information which shows a bona fide ability to meet this requirement within 45 days of this publication. If no affirmative responses are received within this time to determine that a comparable source more advantageous to the Government is available, negotiations will take place with ABB Power T & D Corp.
