301/415-6591 The Nuclear Regulatory Commission (NRC), as part of the
Lisbon Initiative is assisting in the establishment of regulatory
emergency response systems in Russia and Ukraine. In July 1993, NRC
awarded a contract for technical and administrative support in
purchasing, installing, testing, and modifying a radio- based emergency
communications system at four locations in Russia. The accepted
equipment configuration which satisfied the functional specifications
under this contract will serve as the prototype for all other
installations to be completed under the two emergency response systems.
The need for all communication components to be compatible with each
other imposes restrictions on the ability to freely interchange the
products of different manufacturers, specifically the following: 1)
Sunair solid state digital HF/SSB transceiver, model RT-9000A, with
power supply, input/output devices, controls, connections, and
mounting/casing equipment; 2) Sunair compatible processor for automatic
link establishment assembled in or with the transceiver; 3) Sunair
compatible Link Plus lincompex device for voice conditioning, assembled
in or with the transceiver; 4) Sunair multiport audio/key line unit,
model MX-9350, for interface with remote- control workstation; 5)
Sunair radio/telephone interface unit assembled in or with the
transceiver; 6) Space Applications remote control software with
automatic link establishment capability for Sunair transceiver model
RT-9000A; 7) HAL high-frequency modem, model PCI-4000, with control
module and card; and 8) Space Applications transceiver-modem-computer
interconnecting cables. The contractor shall provide complete
installation of emergency voice and data communications at operating
nuclear power plants (NPPs), regulatory headquarters, and other
specified locations in Russia and Ukraine. Within each country, the
contractor shall integrate emergency communications installed at each
location (14 in Russia and 6 in Ukraine), including the modules
installed in Russia by the Prototype System Contractor, into a single
emergency communications system with the hub located at the
headquarters of the regulatory organization (GAN in Russia, MEPNS in
Ukraine); assist in developing a functionally integrated (but not
elaborate) emergency operations center at the headquarters of the
regulatory organization; as well as assist in completing response
tools, procedures, training, guidelines, and translate documents, some
of which are concurrently being developed by NRC, GAN, and MEPNS. The
contractor shall provide an on-site warranty for all equipment for a
period of one year after date of acceptance. The contractor shall have
an office in Moscow and Kiev and maintain separate plans,
documentation, and cost- accounting for each country. The period of
performance is two years with an option for an additional year for the
contractor to acquire, deliver, and install, configure, test, and
demonstrate up to five non-NPP locations for Russia and 4 for Ukraine.

address as shown above. Telephone requests will not be honored.
Proposals for this requirement may be submitted by all concerns, i.e.,
large businesses, small businesses, and small businesses owned and
controlled by socially and economically disadvantaged individuals.
Notice to large businesses: The subcontracting plan requirement of P.L.
95-507 are applicable to this effort. Thus, all large businesses
determined to be in the competitive range shall be prepared to submit
a detailed subcontracting plan. A source list comprising the names,
addresses, and telephone numbers of all concerns requesting a copy of
this solicitation, with large businesses identified by an asterisk,
will be provided with the solicitation. In order to identify large
businesses on the list, a request for the solicitation should indicate
the size of the business based upon the SIC code 7373. The size
standard for this solicitation is $14.5 million. In order to allow
small concerns sufficient time to contact you for possible
subcontracting opportunities, you are encouraged to make your requests
to the U.S. NRC at the address as shown above. A copy of the
solicitation and all subsequent amendments will be provided to each
requester. Closing date for proposals is 30 days after issue date of
