COMMERCE BUSINESS DAILY ISSUE OF JUNE 30,1995 PSA#1379Social Security Administration, Office of Acquisition and Grants, 1710
Gwynn Oak Avenue, Baltimore, MD 21207 Attn:/Patricia H. Drew 70 -- REMOTE LAN/ACCESS EQUIPMENT AND MAINTENANCE SOL SSA-RFP-95-2527
POC Patricia H. Drew tel: (410) 965-9560 The Social Security
Administration (SSA) has a requirement to purchase equipment allowing
high performance LAN connectivity to SSA's data network for Remote
Dial-in users using IBM compatible, notebook personal computers,
through the circuit switched public and FTS-2000 network. This access
must be provided as seamlessly and transparent to the user as possible
by connecting to SSA provided, 16/4 Megabit per second, Novell Token
Ring 802.5 based Local Area Networks (LAN). SSA is planning the
installatin of communications server(s) having a capacity of 96 ports
(Year 1) and a quantity of 1-96 in years 2, 3 and 4) at each of SSA's
Nodes. The Node's are located at Baltimore, MD, Philadelphia, PA,
Kansas City, MO, Birmingham, Al, New York, NY Richmond, CA and Chicago,
IL. These networks currently run traditional LAN applications, 3270
Host applications, CD ROM based document image retrieval applications
and LAN server based, graphical user interface (GUI) applications. SSA
users on the LAN currently have multi-session access to all LAN and
3270 applications (five simultaneous sessions per user). SSA desires
near real time service to the remote user for all applications
currently supported in a manner as equivalent as possible to local LAN
access today. The network, including the LAN, is managed via Netview
and all terminals remotely connected must appear to Netview as
individual local users. Users typically use Dynacom/Elite, Attachmate
or PC3270 terminal emulation software, (Vendor must specify which 3270
emulator software works with their product) in LAN connected PCs to
access 3270 Host based applications, through 3745 communications
processors. SSA will use notebook PCs that operate in a Microsoft
Windows 3.1, OS/2 or Windows NT environment. Since real time
applications will be supported, SSA envisions support for at least 14.4
Kbps Modems, Auto Baud capability, and encourages compression for
speeds of 38.7 Kbps and above. Operational Compatibility shall be
demonstrated using internal modems contained within notebook compatible
PCs. Server Modems shall be housed in 19'' Racks. The Remote LAN Server
shall also have the capability of providing either switched 56 or ISDN
support. SSA may employ ISDN terminal adaptor based modem pooling
through the SSA telephone system, when such service is available to
eliminate the need for separate trunk groups, ports or servers for
simultaneous user transparent analog and ISDN support. SSA desires
remote access to its current architecture through Remote Node
technology. SSA currently accomplishes data access security via: 1. A
separate dial-up access control consisting of user identification and
password; 2. Host site call-back to a pre-determined remote site
telephone number number, with control of the call-back number
technically restricted to the host site; This option shall have the
option of being selected or deselected by SSA. 3. Data Encryption shall
be incorporated in positively identifying the dial-in terminal to the
host port. These security capabilities shall be provided in addition to
other SSA provided LAN security for local users. SSA requires security
capabilities which meet or exceed our current level of security but
desires information regarding new more advanced approaches of meeting
our access security requirements. For example, SSA is interested in
security via secured single logon. An indefinite quantity contract with
a systems life of 7 years (base year and 6 option years) is planned.
SSA-RFP-95-2527 is expected to be released by July 1995, with proposals
due 45 days thereafter. Parties interested in receiving a copy of this
RFP must request in writing a copy for the following office: SSA,
