70 -- SOFTWARE SOL SSA-RFP-96-2543 POC Ms. Elizabeth Clark tel: (410) 965-9465 The Social Security Administration (SSA) is contemplating acquisition of commercial-off-the-shelf software, maintenance, technical services and hotline support to automate its human resource processes. The proposed requirement is expected to be a fixed-price type contract. Contractor maintenance and technical services will be required for the 5-years-systems-life of this requirement. The technical services will entail approximately 50,000 hours over the life of the contract. At this time it is contemplated that the acquisition will be conducted using full and open competition procedures; however this is subject to change based on comments received to the draft solicitation. The software shall automate SSA's human resource workflow functions, business processes and information management. The human resource business processes to be supported include: Employee Benefits, Employee Services, Employee Training and Development, Equal Employment Opportunity, Labor Management Relations, Performance Management and Incentives, Organization Management, Position Classification, Recruitment, Management of Appointments and Separations and Processing of Official Personnel Actions. SSA intends to implement the software in a client/server environment. The software must have been designed to run under the Oracle relational database management system and must use a Graphical User Interface. The technical services rquired are to address installation; the establishment of databases and interfaces; customization of the COTS application software; documentation; validation; and training. A draft solicitation, number SSA-96-2543, will be available for industry review and comment on or about July 31, 1995. Interested parties should submit written requests for the draft solicitation to the above address by not later than July 14, 1995. Comments on the draft solicitation will be due no later than 30 days after the issuance of the draft solicitation.
