The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency, intends to solicit and award a contract on a sole-source basis to Avid Technology, Inc., 700 Thirteenth St. NW, Suite 950, Washington, DC 20005, for the Avid Media Composer 1000 Non-Linear Editing System with options. This system offers several unique capabilities: It is the only one which automatically generates pictures on the bin monitor while digitizing; pictures are automatically created in the timeline; pictures can be displayed as head frames, head and tail frames; or film view (with every frame in a sequence); all of the views, as well as the bin, can be printed on a Mac-compatible printer; and it is the only system offering journalistic/scripting mode which allows the user to storyboard the show, including notes/script along with the reference frames of video. This synopsis is a Notice of Intent and should not be considered as an RFP. No solicitation document exists, and requests for such a document will be considered an invalid response. Responses must be received within 15 calendar days of publication in the CBD. If a response is made in writing (Reference: PR 132/0235Z/95), it shall include all applicable charges and sufficient documentation to establish a bonafide capability to satisfy the stated requirement. Be advised that telephone requests are NOT acceptable; only written requests will be honored. If no affirmative response is received within the 15 day period, indicating that a comparable source is more advantageous to the Government, a contract will be awared to Avid Technology. No contract award will be made on the basis of any response to this notice, because the synopsis of intent to place a contract shall not be considered a solicitation document. (174)
