FACILITY OR RENOVATIONS OF AN EXISTING FACILITY SOL 475450-95-A-0505

project consists of investigation, design, preparation of drawings and
specifications and proposed documents through the Concept Phase (30%)
for construction of 1) a new Kansas City, MO, Processing &
Distribution Center of approximately 635,000 gross square feet at an
estimated construction cost of $65 million to $75 million dollars or 2)
renovation to an existing facility to provide approximately 635,000
gross square feet at an estimated cost of $50 million to $60 million
dollars (estimated construction costs include fixed mechanization).
Renovations to the existing downtown Kansas City, MO, Main Post Office
are included in both alternates as part of the project. The contract
will contain options for design completion and construction services.
The qualifications of firms for this project are as follows: (1)
Autocadd Version 11 or later, (2) Architectural firm shall have a
minimum of 8 licensed architects in the office where the work is
performed, (3) Consulting engineering firm(s) shall have at least 2
licensed engineers in each of the following disciplines: structural,
mechanical and electrical in the office where work is performed, (4)
Mechanization consultant must have Postal Service mechanization design
experience on systems of similar size and scope, and (5) prime and
structural, mechanical and electrical engineers shall have worked
together on at least 3 projects of similar size and scope. Firms that
have the qualifications to perform the services described previously
are invited to submit a completed SF255, Architect/Engineer and Related
Services Questionnaire for Specific Project, and a completed SF254,
Architect/Engineer and Related Services Questionnaire, for each of its
proposed consultants to the office shown above, received not later
than August, 2, 1995. The selection will be conducted by using both the
submitted SF255 and SF254's. Interested firms with more than one office
must indicate on their SF255 the staffing composition of the office in
which the work will be performed. Consideration will be given to
firms, including consultants, responding to the advertisement in
accordance with the following order of preference: (1) 30-mile radius
of Kansas City, MO, (2) 100-mile radius of Kansas City, MO, and (3)
states of Missouri and Kansas. Architectural and engineering firms will
be considered as local only if their sole office is in the local
geographical area or they have a local branch office and all the
architectural design, coordination, and management of the project will
be performed in that office. There is no restriction on the
geographical location of fixed-mechanization consultants. The contract
contains a requirement for firms to provide evidence of current
insurance of $200,000 of errors and omissions per claim. Participation
of Minority-Owned Businesses is a consideration of U.S. Postal Service
architect/engineer selections. It is prohibited to pay any fee,
commission, percentage or brokerage fee to any person or firm
contingent upon or resulting from award of a contract for this project.
No other general notification for this project will be made.
