M -- PRIVATIZATION OF DEPT OF ENERGY'S (DOE) ROCKY FLATS, OXNARD, CA FORGING FACILITY The Greater Oxnard Economic Development Corporation (EDC) has been designated as the Community Reuse Organization (CRO) for the privatization of the Department of Energy's (DOE) Rocky Flats, Oxnard forging facility. For that reason, the EDC is currently seeking proposals for the transfer of ownership and productive reuse of the property and equipment. The facility is located at 1235 E. Wooley Rd., Oxnard, CA 93030 and is fully operational. A ``Facility Overview'', prepared by an independent firm, LRL Energy Services Incorporated, is available upon request for your information. The overview document contains a listing of major equipment that is expected to be included with the transfer. Not listed, are the computers and office support equipment normally associated with business employing 52 individuals. It is anticipated that some of this equipment may be offered to other DOE facilities and, therefore, be unavailable at the time of transfer. A definitive listing should be available by mid-July. Proposers will be notified of any deviations to the major capital inventory list. Equipment is offered on an as-is, where-is basis. The DOE is anticipating the completion of the Oxnard facility's mission by the end of January 1996. It is expected that the successful proposer will be able to assume operations on or about March 1, 1996. Paramount to the EDC is the minimuzation of any negative economic effect to the community, i.e., the City of Oxnard, its citizens and family of workers. The ideal transfer of the facility will preserve jobs, technology, equipment and consequently, the local tax base. In order to accomplish this end, the EDC seeks to enter into a business agreement with an individual/organization who best meets this goal. The EDC will consider a straight sale agreement, or will enter into a 3-5 year lease agreement, culminating with a sale, contingent upon satisfactory execution of the proposer's business plan. The EDC's goal is the development of a partnership that meets mutually acceptable economic objectives. Such objectives will be set forth in the terms and conditions of the agreement and reviewed periodically. Proposals for transfer will be evaluated based on the following evidence: 1. Submission of a comprehensive bid package including price offered, terms and conditions of sale, financing commitments, etc. 2. Presentation of a customized Business Plan detailing financial viability, market strategies and growth opportunities. 3. Ability to incorporate existing workforce, equipment and technology into the ``new'' organization. 4. Development of a well-designed operational environmental compliance plan for the new organization. The successful proposer will be subject to any export control limitations as set forth by the Federal government. Tours of the facility may be scheduled directly with Ms. Gerry Campbell, EDC Project Manager. These tours will be given weekly, on Fridays from June 30, 1995, through August 4, 1995. Questions should be addressed to her in writing prior to August 18, 1995. Verbal responses are not binding and are not to be relied on. Proposals (seven copies) are due to the EDC office no later than 5:30 PM on Friday, August 18, 1995. Your proposal should remain valid through October 31, 1995. This is an RFP contemplating negotiations prior to award. Negotiations with the successful proposer should begin by the end of September 1995. The EDC reserves the right, without qualification, to exercise its judgement with respect to any proposal received as a result of this solicitation. This RFP shall not be construed in any manner to be an obligation on the part of the EDC for reimbursement of costs expended for any effort expended by your company in support of the RFP or any contract negotiations that may follow this RFP. The EDC may reject all bids or may negotiate with any proposer or proposers that the EDC deems, in its sole opinion, to be qualified or potentially qualified. All selection decisions by the EDC are final. Teaming arrangements as either subcontracting or joint venture offers are permitted. (177)
