Woods, 301/443- 0043 The Center for Mental Health Services is
soliciting proposals on a competitive basis to award a twenty-four (24)
month contract cost-reimbursement, completion type contract with two
(2) optional periods of 12 months each. The purpose of this contract is
to enhance the government's knowledge regarding service encounters,
episodes, and costs experienced by persons with mental illness and
substance abuse who are served by medicare, medicaid, and managed
behavioral health care companies (MBHC). The contractor shall: (1)
acquire private sector MBHC data on mental health and substance abuse
utilization for children and adults and make use of the access to
medicare and medicaid data tapes which the substance abuse and mental
health services admin- istration (SAMHSA) already has; (2) determine
the availability, quality, and comparability of medicare, medicaid, and
private sector MBHC data on mental health and substance abuse utiliza-
tion; (3) conduct analyses of the databases at the person and/or
encounter and/or episode levels; (4) prepare tabular reports of these
analyses that show major findings on utilization and costs between and
among medicare, medicaid and MBHC databases; (5) develop greater
facility in utilizing these aforementioned data- bases; and (6)
determine further studies that need to be done in the option years. The
successful offeror must demonstrate: a) understanding of the three (3)
types of databases to be accessed i.e. National Medi- care data, State
Medicaid data for several States; and data from one or more managed
behavioral health care (MBHC) companies; b) understanding of how the
data are organized i.e. by person, en- counter, episode, etc.; and c)
understanding the limitations of the various databases and the
difficulties in obtaining certain items. Estimated issuance date of RFP
CMHS-DSC-95-0011 is July 14, 1995 and responses are due to be received
in the Contracts Office 30 calendar days thereafter. The solicitation
may be obtained in either of two ways; electronically, by downloading
a file from the SAMHSA Bulletin Board System (BBS) at 1 (800) 424-2294
or by mail. To download from the BBS, you should set your communica-
tions progarm at 8 data bits, 1 stop bit, and parity at none (8-
1-none). SAMHSA's modems will communicate at 1200 to 9600 BPS and can
negotiate with higher speed modems. If your modem is slower than 1200
BPS, you will not be able to use this BBS. Our software can use several
common transfer protocols. We recommend Zmodem if it is available in
your communications program; however any of those listed on the BBs
should prove satisfactory. Large files will be posted as self
extracting compressed files to save time during the transfer. Hardware
compression features in the modems will be relied upon to provide
compression for smaller files. Upon reading the file electronically
downloaded you should determine if you have a continuing interest in
the RFP. If so, you must either write the individual identified below
that you wish copies of amendments to the RFP (if any) sent to you by
mail or check the BBS regularly for amendments which will also be
posted there and can be downloaded electronically. You may choose
either method for obtaining amendments. Note, however, that if you rely
on the BBs for obtaining amendments, at this time we have no way to
assure, and will therefore assume no responsibility for assuring, you
have downloaded these amendments. Requests for copies of the RFP to be
mailed must be made in writing and will be honored if received within
twenty calendar days after issuance of the solicitation. Requests
received after this period will be filled on a first-come, first-served
basis until the supply is exhausted; however, there is no assurance
that copies requested after the twentieth day will reach the requestor
before the due date for receipt of responses. Requests shall be
forwarded to the attention of Joan Stoneberger, Contract Specialist,
