provide services as required to revise student course materials and
instructor teaching materials and administer and teach required number
of sessions of ''Interacting & Communicating with The Public''. The
offeror shall provide two instructors at each course session. This
course will provide hands-on communication skills training that enables
individuals to improve their interactions with each other and the
public at large. The course increases awareness of personal
communications and conflict management styles, improves public
communications techniques, demonstrates how to identify public
attitudes, and identifies ways to use negotiation and conflict
resolution skills to best advantage. Three sessions will be taught in
FY96. The sessions will consist of 20 hours of classroom instruction.
Course locations, dates and session numbers are as follows: Session
96-01, Huntsville, Al, 24-26 April 1996; Session 96-02, Baltimore, MD,
5-7 June 1996; Session 96-03, Huntsville, AL 17-21 July 1996. Option
Years FY97 and FY98 will be established for each of the three sessions
indicated. Technical evaluation criteria will be set forth in the
solicitation scheduled to be issued on or about 21 Jul 95. Copies of
the solicitation shall be obtained by written request without cost. One
set of the course materials may be obtained from this office at a cost
of $20.00 (non-refundable). Payment will be made by certified check,
cashier's check, or money order payable to: Finance and Accounting
Officer, USAEDH. Telephonic requests will not be honored. All
responsible sources may submit a proposal which shall be considered by
the agency. The Standard Industrial Code applicable to this
procurement is 8999. For the purpose of this solicitation, any concern
whose gross annual receipts over the past 3 years do not exceed and
average of $5,000,000 is considered a small business. Offeror must
furnish business size with written request (i.e., large business, small
business). This is a total 100 percent small business set-aside. See
