Fitch, Contracting Officer. The Air Force Development Test Center
(AFDTC) intends to solicit and negotiate with only one source, TERMA
Electronics, Suite 302, 45313 Straton Terrace, Sterling VA, for an
S-band radar antenna unit, model number ED6200. It operates at 2450mhz
that has the compatible connections for interfacing with TERMA DR5000
velocity analyzer and is ''off-the-shelf'' not in development. The
antenna has a beam width of 15 degrees vertical, 10 degrees horizontal,
22db gain, and is of the flat plate, microstrip type. The transmitter
is crystal controlled. The receiver has a band width of .8 to 50 KHZ
(50 to 3000 m/s). Power to operate the antenna is 110 volts at 48 to 62
Hz with a power consumption of less than 100 watts. The maximum
dimensions are 36 inches x 24 inches x 5 inches with a maximum weight
60 pounds. The range performance is better than 160,000 times the
caliber of the item being tracked. In accordance with FAR 6.302-1.
TERMA Electronics is the only known source that can meet the
government's minimum essential requirements for an S-Band Radar Antenna
Unit, that is compatible to interface with the TERMA DR5000 Radar
System on site. Standard commercial warranty on electrical and
mechanical components is required. Required delivery is 4 weeks after

offerors' or potential offerors' confidential concerns, if any,
regarding this acquisition. His purpose is not to replace the technical
staff or contracting officer but to serve as an honest broker and
communicate any contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. Routine
technical and contracting issues should therefore be directed to the
technical and contracting staff identified elsewhere in this synopsis.
All responsible sources may submit an offer which will be considered.
Firms are also requested to submit information regarding their
capabilities (i.e., literature, catalogs, brochures, etc) to furnish
supplies that comply with the requirements of the government. (No
contract award will be made on the basis of bids/proposals received in
response to this synopsis.) Firms responding to this solicitation
should reference F08651-95-R-0289 and indicate whether they are or are
not a small or small disadvantaged business concern as defined in FAR
52.219-1 and 52.219-2 and whether they are a manufacturer or
dealer/distributor. The Air Force reserves the right to consider a
