66 -- METEOROLOGICAL MEASURING SET AN/TMQ-41(MMS) AND HYDROGEN GENERATOR (HG) AN/TMQ-42 SOL DAAB07-95-R-S186 DUE 081895 POC POC is Catherine Cooke, Contr Spec, AMSEL-AC-CC-C-CO, (908)532-3570, Karen Conti, Contr Ofcr (908)532-5250. The US Army CECOM C4IEW ACQ CTR is issuing this synopsis for test and fielding support for the Meteorological Measuring Set (MMS) and Hydrogen Generator (HG). The proposed contract action is for services which the Government intends to solicit and negotiate, under the authority of 10 USC 2304(c)(1), Only One Responsible Source, FAR 6.302-1(a)(2)(iii). If the contract is not awarded in sufficient time to support the IOT&E of the HG and the initial fielding of the MMS in September 1995, serious impact will occur to the established schedules for user facilities and personnel. Only Form, Fit and Function drawings will be available on both the MMS and HG systems. However, these drawings will not provide the detailed design information necessary to adequately service the unique software/hardware portions of the system. The proposed contractor possesses all the necessary information on the system components, including proprietary data, that is required to support the maintenance and fielding support requirements. They also possess the experienced personnel to support the systems in a timely manner. The effort will consist of providing services (checkout and repair) to support IOTE of the Hydrogen Generator AN/TMQ-42, and fielding support for both the MMS and HG commencing in August 1995. IOTE Support consists of shipping, setup, checkout, repair and refurbishment of the HG. Fielding support for both the MMS and HG consists of a meteorological processor, signal data converter (for multi-sonde capability), lightweight computer unit, printer, and radiotheodolite integrated into a lightweight multipurpose shelter. The initial systems were developed by Environmental Technologies Group, Inc., Baltimore, MD, under Contract Number DAAB07-93-C-0001. The HG is a device that produces hydrogen gas from a methanol-water mixture. The initial systems were developed by Environmental Technologies Group, Inc., Baltimore, MD, under Contract Number DAAB07-94-C-K755. All seeking to qualify must include documentation such as the ability to meet schedule, ability to deliver the services on time, past experiences with similiar systems production (identify contract number and performance status), and successful present capabilities to support these efforts demonstrating that you can in fact supply the services required. Information provided should be detailed enough to allow Government technical personnel to determine company technical capabilities and industrial capacity.
