Contracts Section, EPS/620, 6120 EXECUTIVE BLVD MSC 7224, BETHESDA MD
20892-7224 A -- MULTI-DISCIPLINARY INVESTIGATIONS OF ENVIRONMENTAL CAUSES OF
CANCER SOL N01-CP-50537-02 DUE 081595 POC Michael J. Loewe Contract
Specialist (301) 496-8611. The Environmental Epidemiology Branch (EEB)
of the National Cancer Institute (NCI) is re-competing a contract to
provide assistance with multi-disciplinary investigations of
environmental causes of cancer (Contract No. N01-CP-15672 with Westat,
Incorporated). The contract will establish mechanisms to provide
assistance with the conduct of a wide variety of domestic and
international field studies. The studies will often be large and
complex, sometimes involving multiple collaborating institutions. In
these, as well as in other studies (especially international
collaborations), close attention will be required for maintaining
standardized approaches to data collection and to assuring that field
activities are accomplished with adequate quality control measures.
Further complicating data collection efforts are that many of the
anticipated studies to be conducted will include laboratory adjuncts,
requiring that the Contractor have expertise in proper means of
collecting, processing and shipping specimens. The Contractor will also
be expected to provide expertise in several difficult areas of exposure
assessment, including measures of nutritional intake and occupational
histories. While the scientific direction and overall supervision for
all projects will be the responsibility of the professional staff of
the EEB, the Contractor will assist with the development of liaison
with organizations at the local, national, or international level whose
cooperation is needed for the conduct of a study, the design and
development of forms required to conduct field investigations
(interview forms, record-abstracting forms, interviewer manuals,
biospecimen collection manuals, etc.), subject identification,
selection, and tracing, the hiring, training, and supervision of
technical personnel (interviewers, record abstractors, and persons to
collect and arrange transport of biological specimens), the actual
collection of the required data, and the data reduction activities
involved in field investigations (e.g., coding, keying, editing, and a
variety of data processing activities). The Contractor also must
provide field supervision and develop control mechanisms to ensure the
quality of activities of all aspects of each study. It is anticipated
that the Request for Proposal (RFP) package will be available on or
about July 15, 1995 with responses due within 30 calendar days
following the actual date of issuance of the RFP. Award of this project
is anticipated by February 27, 1996. All responsible sources may submit
a proposal which shall be considered by the NCI. No collect calls will
be accepted. (0180) Loren Data Corp. http://www.ld.com (SYN# 0002 19950630\A-0002.SOL)
