RESEARCH AND DEVELOPMENT - Design, development, first article production, and system level safety and qualification tests of an improved round of ammunition for the 20 mm PHALANX Close-In Weapon System (CIWS) ship self defense system. The Government intends to award a contract for this work on a sole source basis to Martin Marietta Armament Systems, Lakeside Avenue, Burlington, Vermont. This Enhanced Lethality Cartridge (ELC) shall meet stated performance specifications, be fully compatible with the current CIWS gun and ammunition handling system, and must be optimized for performance when fired from the optimized CIWS gun barrel. This contract will also include the conduct of all tests necessary to demonstrate the ELC. There shall be a production of 40,000 ELC rounds, the conduct of basic and full system level safety and qualification tests including propellant qualification if necessary using the 40,000 rounds, and the delivery of a production drawing package with full documentation. The work shall culminate in Weapons Systems Explosive Safety Review Board approval for service use of the ELC. All work shall be completed by 31 March 1998, and delivered to Dahlgren Division, Naval Surface Warfare Center, 17320 Dahlgren Road, Dahlgren, VA 22448. See Note 22.
