The proposed services will be obtained by a negotiated Firm Fixed Price
Contract. Estimated starting and completion dates are November 1995 and
November 1999, respectively. Before award of this contract, the firm
(if not a small business concern) shall be required to present an
acceptable Small Business and Small Disadvantaged Business
Subcontracting Plan in accordance with Public Law 95-507. To meet the
current subcontracting goals, 69% of the total subcontracted dollars
must go to small business firms, 6.3% must go to small disadvantaged
business firms, and 2.9% must go to woman-owned firms. The plan is not
required with this submittal. This is a continuing contract, as
authorized by Section 10 of the Rivers and Harbors Act of September 22,
1922 (33 U.S. Code 621). The payment of some portion of the contract
price is dependent upon reservation of funds from future
appropriations. The responsibilities of the Government are limited by
this requirement notwithstanding any contrary provision of CONTRACT
CLAUSE: PAYMENTS UNDER FIXED-PRICE CONSTRUCTION CONTRACTS or any other
clause of this contract. 2. PROJECT INFORMATION: The scope of services
consists of providing construction management services for the Olmsted
locks and dam. The new facility will consist of two 110 foot by 1200
foot lock chambers and a 2200 foot long dam. The services may include,
but not limited to: administration of the construction contract(s),
full-time on site construction inspection, interdisciplinary review of
shop drawings/submittals encompassing all aspects of the work,
interdisciplinary review of preliminary plans and specifications,
evaluation of deviations and alternate methods to contract requirements
proposed by contractors, drafting replies to contractor inquiries,
assisting in the technical resolution of construction problems,
drafting change orders and contract modification documents, attending
meetings, compiling actual bid item quantities, analyzing and
monitoring contractor schedules (NAS), analyzing proposed costs for
contract modifications,quality assurance testing (the Government will
provide the equipment and lab for the testing), and making reports. 3.
SELECTION CRITERIA: See Note 24 for general selection process
information. The selection criteria in descending order of importance
(first by major criterion and then by each sub- criterion) are listed
below. Criteria a-d are primary and e-h are secondary: a. Firms should
provide resumes in the SF 255 for the following qualified personnel.
Firms must indicate a team consisting of the type and number of
individuals as follows: construction manager/senior supervisory civil
engineer (1), schedule analyst (1), engineering technician (2),
administrative clerk (1), materials testing technician (3), quality
assurance inspector (3), and professionals in the disciplines of
civil/structural (2), mechanical (1), electrical(1), and land surveyor
(1). The senior supervisory civil engineer must be a graduate of an
accredited engineering curriculum, registered as a professional
engineer, with a minimum of ten years experience in construction of
reinforced concrete structures, pile foundations, post tensioning and
mass concrete. Other civil/structural engineers on the team must be a
graduate of an accredited engineering curriculum, with a minimum of
five years experience in administration/construction of major
reinforced concrete structures such as bridges and dams. The mechanical
engineer must be a graduate of an accredited engineering curriculum
with a minimum of five years experience(or ten years experience for a
non-degreed individual) in construction of hydraulic, pneumatic and
pumping systems, elevators, and heavy machinery installation. The
electrical engineer must be a graduate of an accredited engineering
curriculum with a minimum of five years experience (or ten years
experience for a non-degreed individual) in construction of power,
controls to include Programmable Logic Controllers (PLC), and lighting
systems with particular emphasis on practical field installation
experience. The schedule analyst must have a minimum ot five years
experience in the preparation and/or analysis of Network Analysis
Systems (NAS) for major construction projects. Must be proficient in
the use of ''Primavera's Finest Hour or P3 software (version 5.0 or
higher). Materials testing technicians must have a minimum of 5 years
experience in soil and concrete testing, and must be certified by the
American Concrete Institute (ACI) for Level I and II. Quality assurance
inspectors must have a minimum of five years inspection experience in
the construction of large heavily reinforced concrete structures
founded on piling. These individuals must be physically capable of
working outdoors in a wide range of weather conditions and access
elevated work areas. The survey chief must be a Registered Land
Surveyor with a minimum of five years of experience. The survey chief
and other team members will be responsible for horizontal and vertical
alignments for roads, form work, embedded items and concrete
structures. The administrative clerk must be proficient in the use of
word processing software (Word Perfect) and capable of data input for
construction management software. The duties will include, but not
limited to, typing, reception, filing, and data entry. Team members
must be ''computer literate'' and proficient in the use of personal
computers as appropriate for the particular position. Connectivity
(computer, voice, fax) to the Corps Resident office will be required at
the start of this contract. Firms may include construction management
or contracting firms with A/E consultants, as well as A/E firms that
regularly offer service. Firms must include in their SF 255 a diagram
showing their team organization to accomplish the Construction
Management requirements of this project, and a resume of each team
member. b. Specialized experience and technical competence as related
to a, above, is required and must be indicated in the SF 255. The firm
must demonstrate their capability to convert survey data into
''Intergraph'' DGN files. Preference will be given to firms indicating
on their SF 255 previous experience in construction management. c.
Capacity to complete the work in the required time. d. Past performance
on DOD and other contracts with respect to cost control, quality of
work, and compliance with performance schedules. e. Geographical
location and knowledge of the locality of the project. f. Volume of DOD
contract awards in the last 12 months as described in Note 24. g.
Superior performance evaluations on recently completed DOD contracts.
h. Extent of participation of SB, SDB, historically black collages and
universities, and minority institutions in the proposed contact team,
measured as a percentage of the estimated effort. 4. SUBMITTAL
REQUIREMENTS: a. See Note 24 for general submission requirements. Firms
which are interested and meet the requirements described in this
announcement are invited to submit one completed SF 255 (Revision
11-92), U.S. Government A/E and Related Services for Specific Projects
to the office shown above. SF 255 (Revision 10-83) is obsolete and
only the 11-92 edition of SF 255 will be accepted. All responses on SF
255 to this announcement must be received no later than 4:30 pm Local
Time on the 30th calendar day after the date of this publication to be
considered for selection. The day following this CBD announcement
counts as day number 1. If the 30th day falls on Saturday, Sunday or a
U. S. Gov't. holiday, the deadline is the close of business on the
next Gov't. business day. b. It is requested that interested firms list
the fee amount and date of all DOD contracts awarded during the last 12
months to the firm and all subsidiaries in Block 9 of the SF 255. c.
Responding firms must submit a current and accurate SF 254 for each
proposed consultant. Additionally, all responding firms which do not
have a current (within the past 12 months) SF 254 on file with the
North Pacific Division, Corps of Engineers, must also furnish a
completed SF 254. If a SF 254 is included, only the 11-92 edition of
the form will be accepted. The business size status (large, small
and/or minority) should be indicated in Block 3 of the SF 255.
Definition: A concern is small if the annual receipts averaged over the
past 3 fiscal years do not exceed $2.5 million. d. No other information
including pamphlets or booklets is requested or required. e. No other
general notification to firms under consideration for this project will
be made and no further action is required. Solicitation packages are
not provided for A/E contracts. This is not a request for proposals.
