Telephone calls are discouraged unless absolutely necessary Provide professional Architect-Engineering services for preparation of contract documents, drawings, technical specifications, and detailed cost estimates. The project site is on Sand Island, at U. S. Coast Guard Station Honolulu, Hawaii. Theproject includes demolition of an existing boathouse and moorings, fueling pier and system, and restroom building; construction of a new boathouse for mooring two 47-foot motor lifeboats, storage of a trailerable rigid hull inflatable boat, spaces foradministrative, shop, personnel berthing, and temporary hazardous waste storage functions, and public toilets; construction of a small boat fueling system; realignment of adjacent roadways and associated site work and landscaping; and provision ofemporary accommodations for operational needs during project construction. Existing structures contain asbestos and lead-based paint, and dredge spoils may include hydrocarbon and PCB contamination. The A-E will provide final design and constructiondocuments based on Government-provided Design Development and associated documents. A topographic survey, geotechnical, soil contamination, marine sediment, and asbestos and lead-containing paint investigation reports will be provided by theGovernment. Final construction documents shall be delivered to the Government within approximately six (6) months after Notice to Proceed. The estimated construction cost is $1 to $5 million. The contract award date is estimated to be 15 November1995. Qualified firms desiring consideration shall submit SF 255, including an organization chart of key personnel to be assigned to this project, current SF 254, and consultants' current SF's 254. Submittals (one copy) must be received by this officewithin thirty (30) calendar days after the date of this publication, or will not be considered. Significant evaluation criteria in descending order of importance are: 1) specialized experience of the proposed design team members, includingmarine-oriented building construction, particularly in corralling geology; construction in semitropical climates; dredging, remediation, and disposal of contaminated sediments; demolition of structures contaminated with asbestos and lead-containingpaint; methods of controlling floating debris in waterways; experience with local conditions; and applicable local, State and Federal regulations; 2) design team organization and established quality control procedures for production of contractdocuments; 3) the capacity of the design team to finish the work within the required time, giving consideration to the team members' current and projected work loads; 4) proximity of the firm(s) to the project site; 5) the professional qualifications ofdesign team members; 6) the principal firm's record of performance; and 7) minority and women employment in both the principal and consulting firms. Provide the number of minorities and women in all relevant job classifications and pay scales who willactually work on the project in comparison to the total number of personnel who will actually work on the project. The Department ofTransportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned, and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-relatedcontracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
