617-377-8491. The Software Center at Electronic Systems Center
(ESC/ENS) is planning to award multiple contracts of $3M value to
interested 8a certified companies to conduct Software Capability
Evaluations (SCEs) for DOD and non-DOD Programs. The Software
Engineering Institute (SEI) at Carnegie Mellon University created the
SCE technique as an effective tool to evaluate the software development
process capability of offerors and contractors supporting the
Government.The findings of an evaluation detail an organization's
strengths, weaknesses and risks as well as software process depicted in
the Capability Maturity Model (CMM) Version 1.1. SAF/AQ has issued an
Acquisition Policy letter (94A-009) dated 23 Aug 94, mandating that all
Air Force C3I and Management Information Systems Programs that are
software intensive, use SCEs in source selection. Selecting and
monitoring contractors with established software process procedures
will reduce program risk and cost. The ESC/ENS needs to improve its
ability to conduct timely SCEs during the source selection process and
contract monitoring mode for software intensive programs. ESC
resources to conduct SCEs are minimal, thus, up to three (3)
contractors will be selected to conduct SCEs for DOD and non-DOD
Programs on a timely basis in order to ease the burden on ESC
resources. An Organizational Conflict of Interest Clause will be
included in the contract to preclude awardees from pursuing any supply
or service contract or subcontract for the system or its major
components for which a SCE was conducted. The contracts will be Firm
Fixed Price, labor-hour contracts for Indefinite Quantity, Indefinite
Delivery, with delivery orders placed on a labor hour basis. The
duration of the contracts will be two (2) years with an option to
extend the period of performance to three (3) years. The contract value
for each contract will be $3M. Contract awards are planned for January
1996. All interested 8a certified companies may send capability
statements outlining corporate and personnel familiarity/knowledge of
SCEs to ESC/SB, Attn: Mr. A. Hart within ten (10) working days of this
publication. At a later date, those 8a companies that expressed an
interest will be asked to present their corporate and personnel
capabilities to ESC/ENS from which award eligibility will be made.
Those companies selected would then be asked to submit a proposal for
