and Accounting; 3) firms that score at least 1,500 points in civil
engineering work in a formula calculated From bidding company's
objective criteria at the time of application for qualification; 4)
firms that can assign to the construction site a full-time chief
engineer or engineering supervisor who meets the following criteria: a)
in the case of chief engineer, is qualified as a certified first-class
construction supervisor under the construction Business law, or is
qualified in the area of building or Agricultural civil engineering
under the engineers law; and B) in the case of engineering supervisor,
is qualified to supervise designated construction work; 5) firms that
have -- since 1990, as the main contractor -- actually completed
either one of the following projects: a) dredging by the suction or
rotary bucket method; and B) machine de-watering or solar drying of
high- water-content slurry. Note: only construction projects in which
bidders have had a 20 percenter or greater share of involvement are
eligible for consideration; or firms that have participated in
experimental bottom slurry dredging projects conducted From 1991 to
1994 by the Chugoku-Shikoku Agricultural Administration Office; 6)
firms not currently suspended From designation for the Director of the
Chugoku-Shikoku Regional Agricultural Administration Office; 7) firms
not related by capital or personnel to the contractors involved in
this project; 8) consortia that meet the following criteria: a) are
comprised of three firms and must have each at least 20 percent of
involvement; B) are capable of carrying out this project properly,
based on an adequate plan; C) in the case of consortium's
representative, can assign to the construction site a chief engineer or
engineering supervisor who meets both item (4) above and has had
experience with a project as described in item (5) above; D) in the
case of consortium's representative, has a score of at least 1,500
points in civil engineering work in a formula calculated From its
objective criteria at the time of application for qualification; and e)
have had experience with both projects as described in items (5)-(a)
