contracting officer for this project is Ronald Miller. Provide for the
construction and related necessary design of an Operations and
Maintenance Facility, totalling 11,335 SF. Project includes
Headquarters Building, Caretaker Residence and a Maintenance Building.
Construction will consist of concrete foundation and slab, concrete
masonry unit walls, structual steel and metal roofing. Parking, site
improvements, utilities and demolition are also included. This is a
design/build project; the offeror chosen will complete the design and
construct the facility. The acquisition method is negotiated
procurement. A technical and cost proposal will be required. Evaluation
by the Government will result in selection of firm that represents the
best advantage to the Government. Large businesses competing for this
project must comply with the FAR 52.219-9 clause regarding the
requirement for a subcontracting plan on the part of the work it
intends to subcontract. The recommended goals for subcontracting are
60.3% for small business, 9.8% for small disadvantaged business, and
2.9% for small business/woman-owned. A firm that submits a plan with
lesser goals must submit written rationale to support goals submitted.

is biddocs.usace.mil. Assistance can be received via the Automated
Review Management System (ARMS) hotline, (916) 557-7999. System
operators are available between the hours of 8:00 a.m. and 4:00 p.m.
(PST). The hotline is also available 24 hours a day for you to leave a
recorded message. The system operators will return your call as
promptly as possible on the next business day. The Government will not
be responsible for any failure attributable to the transmission or
receipt of electronic data or documents. Official proposers must
purchase hard copies of drawings and specifications. Estimated cost is
between $1,000,000 and $5,000,000. Plans and specifications available
on or about 19 Jul 95, at a cost of $34.00 for specifications (text
only); $6.00 for half-size drawings and $11.00 for full-size drawings.
