Pre-Solicitation: The work includes the repair and rehabilition of the sanitary sewer system at the Anacostia Naval Station in Washington, DC. Sewer repairs include a combination of interior pipe cleaning, excavation, pipe replacement using pipe bursting and open cut excavating, plugging/capping of abandoned lines, reconnection of existing laterals, surface paving, manhole rehabilitation, and erosion and sedimentation control measures. The repair work also includes piping and electrical control modifications at the existing pump station in Building 73. The sewer system repair includes replacing the existing sewer lines with polyethylene pipe. Estimated Cost Range is between $1,000,000 and $5,000,000. The Standard Industrial Code is 1623. The related Small Business Size Standard is $17 million. The proposed contract listed here is being considered 100% set-aside for Small Disadvantaged Business (SDB) Concerns. Interested SDB Concerns should provide in writing to the Contracting Officer as early as possible, but not later than 15 days after receipt of this notice, specifically: 1) a list of references past and present government/commercial contracts, similar to the work described in this notice, which includes the contract number, title of contract, dollar value, name of person to contact, and telephone number, 2) a positive statement of self certification as a SDB Concern, and 3) a statement of capability to obtain the required bonds. If adequate interest is not received from SDB Concerns, the solicitation with be issued on an unrestricted basis and another notice will be issued.
