market survey requires that the Contractor provide continuation of
services and material provided under Contract DAAB07-90-C-D622 to allow
for the continued uninterrupted generation of logistics related
documentation. The generation of logistics and technical documentation
will commence on or about 21 Feb 96 with possibly three (3) or four
option years to meet Joint Chiefs of Staff/Defense Information Systems
Agency (JCS/DISA) directed deployments, upgrades, modifications and
reconfigurations of the Digital Communications Satellite Subsystem
(DCSS). Contractor will provide the services and materials required to
provide technical engineering, management and clerical effort
necessary to provide new DCSS related logistics documentation and the
revision or updating of existing documentation. The contractor will be
responsible for documenting DCSS sites, building configurations,
system/equipment configurations which are in a constant state of change
and components. The source data needed to develop the technical
documentation is not readily available to meet the highly compressed
and dynamic fielding schedule, which results in multiple priority
changes throughout a given contract year. The source data is often
incomplete and inaccurate; which requires the contractor to determine
the accuracy/currency of the source data. Contractor must also
determine what may have changed at a given site or equipment since the
original or previously changed logistics documentation was developed
and know how to physically locate the correct data and obtain it prior
to generating the required logistics documentation. The contractor
must identify, locate and reuse existing DCSS documentation as
applicable. This situation requires the Contractor to work very closely
with the Government depot engineering staff to obtain accurate
technical information needed to complete the logistics documentation.
The Contractor must have the ability to work as a DCSS Team Member with
an ability to compensate for job difficulties. The DCSS is a very
dynamic and evolutionary type system that will constantly require
continuous revisions/updates for existing sites. Additionally, a given
site DCSS configuration can constantly change during production,
installation and after the site has been installed, which adversely
impacts logistics support and documentation. The time frame in some
instances for a new/upgrade/ reconfigured DCSS to be fabricated and
shipped to the site is less than 6 months. In all cases the contractor
is required to provide as a minimum draft documentation to be
available at the time of shipment from the Government depot to the
site. The contractor shall specifically provide technical manuals,
changes to technical manuals, provisioning, Repair Parts and Special
Tools List (RPSTL), Maintenance Allocation Charts (MAC), Ground Support
Equipment Selection Data (GSESD) when required, provisioning and
pre-procurement screening, Supplementary Provisioning Technical
Documentation (SPTD), Drawings and Technical/Scientific Reports. Among
these configurations are the new DCSS Operations Van, Special Systems,
new and updated sites which encompass addressing the overall
connectivity of the Defense Satellite Communication System (DCSC) site
which includes the Earth Terminal configurations and interfacing
associated systems/subsystems, electrical racks and equipment at the
various sites that are not documented elsewhere. Among these earth
terminals are the AN/GS-39(V), AN/FSC-78(V), AN/FSC-79, AN/GSC-49(V),
AN/GSC-52(V), SCT-20, AN/GSC-51(V) and the Heavy Terminal/Medium
Terminal (HT/MT) Modification. Contractor will also provide services
and material required to maintain a technical library for all DCSS
related documentation, to include all GFE commercial manuals for
equipment which is part of the DCSS. All responsible sources may submit
a written demonstration or proof of being capable of delivering the
logistics deliverables under the above stated adverse conditions and
provide a contract number, Government point of contact and phone
number, i.e. Contracting Officer, Logistics Manager or Project
Engineer. Responses which do not demonstrate or provide proof of the
technical and management capability to deliver the above logistics
documentation under the above stated adverse conditions will be
considered non-responsive. Please send your written demonstration/proof
