66 -- TPS DEVELOPMENT FOR THE CASS PROGRAM SOL N00189-95-R-0223 DUE 103095 POC E J Gramling, Contracting Officer, Code 200AIR ; 804/445-1240 - FAX 804/445-1242 The Government intends to negotiate a contract for the design, development, manufacture, and delivery of two (2) sets of first article and seventeen (17) sets of production Test Program Sets (TPSs) for twelve (12) Units Under Test (UUTs). This requirement is being solicited on a full and open competition basis. TPSs will be designed for the Consolidated Automated Support Systems (CASS), AN/USM-636 (V), for UUTs which are presently tested on the AN/AWM-23 Radio Frequency Test Station (RFTS). The UUT's are three (3) Weapon Replaceable Assemblies (WRAs), and nine (9) Shop Replaceable Assemblies (SRAs). The government technical data package for the UUTs has missing technical data, which includes OEM proprietary data; therefore, the contractor will have to reverse engineer UUTs and/or obtain required technical data from the OEM. Destination information and delivery schedule will be set forth in the solicitation. Items to be delivered include test programs, interface devices, technical, administrative and financial data, integrated logistics support, technical manuals, engineering/ technical services for logistics program, parts and material, provisioning technical data, and repairable spare assemblies. Issuance of solicitation is projected for early August 1995 with a receipt date for technical and price proposals approximately 90 days after issue date. A pre-proposal conference is not planned. This requirement is not open to public activities. It is anticipated that the solicitation will consist of soft copy (WP5.1), hard copy, and microfilm. The anticipated contract type is firm fixed price. The successful offeror will be required to subcontract 10% of the contract amount to Small Disadvantaged Business(SDB) and 10% of the contract amount to Small Business other than SDB.
