HAZARDOUS AND TOXIC WASTE INVESTIGATION AND REMEDIATION DESIGN OF

(716) 879-4250. 1. CONTRACT INFORMATION: An Indefinite Delivery
Contract (IDC) will be awarded under this announcement. The IDC will be
for Design, Drafting, Planning Studies and Site Investigations
associated with projects of a general engineering, environmental nature
and will include projects with natural and cultural resources
considerations. The major intended work, however, will be for HTRW and
environmental studies, management plans and the design of required
remediation. Work will include required remediation. Work will include
required environmental regulatory compliance assistance as well as
OSHA compliance issues. All work must be done by, or under the direct
supervision of registered professional engineers. The expected date of
award is 1 January 1996. The contract will be awarded for an initial
period of one base year with an option to extend it for two one-year
periods. The maximum annual contract will be $5,000,000.00. If a large
business firm is selected from this announcement it must comply with
the FAR 52.219-9 clause regarding the requirements for a subcontracting
plan. The Buffalo District's goal on work to be subcontracted is that
a minimum of 50.0% of the contractor's total intended subcontract
amount be placed with small businesses, including 5% to small
disadvantaged businesses; and 5% with woman-owned small businesses. The
plan is not required with this submittal. 2. PROJECT INFORMATION:
Architect-Engineer (AE) services are required for survey/confirmation
studies, remedial investigations, feasibility studies and/or design
studies that could lead to the clean-up of the site. Investigations
involve determination of the nature, extent and movement of
contamination, and developing appropriate remedial action alternatives
for possible clean-up. Work for the survey and remediation design may
include the following tasks: detailed record and title searches;
obtaining rights-of-entry; preparing field and lab workplans; surveys
for hazardous and toxic substances and ordnance/explosive samples;
site-specific safety plan and quality assurance project plans; field
sampling plans; installation and survey of wells and investigation
borings; sampling and analysis of groundwater, surface water, soil and
waste samples; well closure; geologic mapping; geophysics; test
pitting; sampling and analysis of hazardous, toxic, and possible
low-level radioactive and explosive waste; sampling and analyzing air
monitoring data; professional and engineering results of study with
recommendations for further field investigation; risk assessments;
engineering reports including all test data, methods and quality
assurance/control plans; and, site remediation designs and bench scale
testing to determine the effectiveness of the proposed remedial
design. For sites that require restoration, the AE may be asked to
provide a set of design alternatives and bench scale test results to
determine the most suitable remediation process, budget estimates,
environmental assessment documents, funding documents (the front page
of DD Form 1391), and, a statement of work for detailed clean-up
actions. The potential HTRW sites may be located in the states of IL,
MI, WI, NY and OH. Projects outside of Buffalo District's primary area
of responsibility may be added at the Government's discretion upon the
agreement of the selected firm. The contemplated work may require any
or all of the following disciplines: civil, safety, environmental and
chemical engineering, as well as industrial hygiene, biological and
chemical treatment, groundwater hydrology/geology, cost estimating,
HTRW sampling and analysis, real estate evaluations, topographic
surveying, air sampling and analysis, and soil drilling/well
installation. Firms must have an in-depth knowledge of all
environmental statutes including, but not limited to: the Resource
Conservation and Recovery Act (RCRA); the Toxic Substance Control Act
(TSCA); the Comprehensive Environmental Response, Compensation and
Liability Act (CERCLA); the National Environmental Policy Act (NEPA);
Superfund Amendments and Reauthorizartion Act of 1986 (SARA); and DoD
safety regulations governing low-level radioactive and
ordnance/explosive waste handling/disposal. Chemical and physical
sampling and analysis shall be performed by a laboratory which shall
meet Corps of Engineers certification requirements. Professional
Engineer registration of the responsible Professional-in-Charge of the
project in the state of the work site is a requirement. Safety and
health training and OSHA required certification for field work at HTRW
sites is also required. 3. SELECTION CRITERIA: (1) Past experience and
demonstrated capabilities in hazardous, toxic, low-level radioactive
and ordnance/explosive waste sampling and analysis; (2) Past experience
and demonstrated capabilities in hazardous, toxic, low-level
radioactive and ordnance/explosive waste management, treatment and
design; (3) Past experience in the preparation of risk assessments; (4)
Location of the firm's office performing the work with respect to the
potential project work site; (5) Anticipated workload ofthe firm during
the timeframe of the proposed contract, and, (6) Extent of
participation of firms (prime or subcontractor) qualifying as small or
disadvantaged business. Qualification statements should clearly state
the office location which will be performing the work. 4. SUBMITTAL
REQUIREMENTS: Interested firms having the capabilities to perform this
work must submit one copy of SF 255, and one copy of SF 254 for the
prime firm and all consultants, to the above address not later than the
close of business on the 30th day after the date of this announcement.
If the 30th day is a Saturday, Sunday, or Federal holiday, the
deadline is the close of business of the next business day. Responding
firms are requested to state whether they are Small Business, Small
Disadvantaged Business and/or Women-Owned Business in Block 4 of the SF
254. In Block 10 of the SF 255, state the number and value of all A/E
contract awards to the firm, including modifications, by the DoD during
the previous sixty (60) months as of the date of this announcement. No
other general notification of firms under consideration for this
contract will be made and no further action is required. This is not a
