MISCELLANEOUS MILITARY DESIGN AND ENGINEERING SERVICES WITHIN THE
COMMONWEALTH OF PUERTO RICO SOL DACA17-95-R-0026 DUE 080495 POC Al
Morris, (904) 232-2430 This solicitation is unrestricted and is open to
all firms regardless of size. One contract will be awarded from
responses to this announcement. The contract will be an Indefinite
Quantity Contract for a period of one year from date of award with an
option to extend for an additional year. Work will be assigned by
negotiated delivery orders. Maximum order limits are $200,000 for each
contract year and $75,000 per delivery order. Delivery order shall be
in accordance with DFAR 236.606-70 and will be subject to the
statutory 6% cost limitation. SIC Code: 8711, $2.5 million size limit
for Small Business. The work will consist of, although not be limited
to, the design of new facilities, alterations/renovations of existing
facilities, exterior utility system, paving/grading/drainage systems,
and the preparation of specification, construction cost estimates and
architectural engineering studies. Additional, survey services and
geotechnical (soil boring) sampling and analysis for foundation design
will also be required. 1. SPECIALIZED EXPERIENCE AND TECHNICAL
COMPETENCE: Firm must clearly demonstrate with in-house personnel or
through association with qualified consultants a high level of design
capability with specialized experience in the design and preparation of
plans and specification for all phases of military facilities.
Experience gained from work performed for projects within the
Commonwealth of Puerto Rico will be considered. 2. SIZE AND EXPERTISE
OF STAFF: Firm must have in-house or through association with qualified
consultant(s), multidiscipline professional staff, including, but not
limited to, civil, electrical, and mechanical engineers, architects,
surveys, estimators, and specification writers. 3. CAPACITY TO
ACCOMPLISH THE WORK IN THE REQUIRED TIME: Firm must have the capability
to commence work with in ten days after receipt of Notice to Proceed
and complete the work as scheduled. 4. PAST PERFORMANCE: Past
performance on contracts with Government agencies and private industry
regarding cost control quality of work and compliance with performance
schedules. Experience data available to the Government through the
Architect Engineer Contract Administration System (ACASS) will be
utilized to evaluate prior performance. The submittal should include
reference of letter regarding past performance on similar contracts in
terms of quality of work, cost control, and compliance with
performance schedule. 5. GEOGRAPHIC LOCATION OF FIRM TO THE
WORKSITE(S): Location of the firm relative to the worksite (Puerto
Rico) will be considered, provided that there is an appropriate number
of qualified firms. 6. VOLUME OF PAST DOD CONTRACTS AWARDED TO FIRM:
Work previously awarded to the firm by DOD will be reviewed with the
objective of effecting equitable distribution of contracts among
equally qualified firms. Those firms which meet the requirements
described in this announcement and wish to be considered, must submit
one copy each of a SF254 and SF255 for the firm or joint-venture and a
SF 254 for each subcontractor. In block 4 of SF 255 list only the
personnel for the office to perform the work indicated in block 3B.
Additional personnel strengths, including consultants, should be
indicated parenthetically and their source clearly identified. In block
7G of the SF 255, indicate specific project experience for key team
members and indicate the team member's role on each listed project
(architect, project manager, etc.). Submittal of supplemental
attachments to SF 255 per evaluation factors 1-4 is strongly
recommended. Submittal package is to be received in this office no
later than 4:00 p.m. Eastern Time on the 30th calendar day after the
date of appearance of this announcement in the Commerce Business Daily
(CBD) or the date at the beginning of this massage, whichever is
later. Should the due date fall on a weekend or holiday, the submittal
package will be due the first workday thereafter. Submittals received
after this date and time will not be considered. Unnecessarily
elaborate brochures or other presentations beyond those sufficient to
present a complete and effective response to this announcement are not
desired. Small and Small Disadvantaged firms are encouraged to
participate as Prime Contractors or as members of Joint-Ventures with
other Small Businesses and all interested firms are reminded that the
successful firm will be expected to place subcontracts to the maximum
practical extent with Small and Small Disadvantaged firms in accordance
with the provisions of Public Law 95-507. If a Large Business firm is
selected, a Small Business subcontracting plan will be required prior
