Provide emergency, time-critical, and non-time critical cleanup services to EPA Region VII (Kansas, Missouri, Nebraska, Iowa) for cleanup of oil, petroleum and hazardous substances. Response actions shall be conducted under such federal response legislation as: Section 104 of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) of 1980 as amended by the Superfund Amendments and Reauthorization Act (SARA) of 1986; Subtitle I of RCRA, as amended and the Clean Water Act as amended by the Oil Pollution Act of 1990, the Stafford Disaster Relief and Emergency Act, the National Contingency Plan, 40 CFR Part 300; with other Applicable or Relevant and Appropriate Requirements. Contractor shall provide all necessary cleanup equipment, personnel, materials, and other resources within a minimum of 6 hours or longer as requested, to accomplish containment, countermeasures, cleanup, mitigation, restoration, and disposal of oil and hazardous substances. The period of performance is anticipated to be February 4, 1996 through February 3, 1997 with four, one-year option provisions. The base and option periods will contain a 50% option to increase quantities in increments of 10%. A Time and Materials/Indefinite Quantity type contract is contemplated. Technical proposals will be required. All responsible sources may submit an offer which will be considered.
