Army Engineer Division, Huntsville, intends to award a sole source contract for Soil Removal Services at the Defense Distribution Depot, Ogden, UT. The basis for this action is 10 U.S.C. 2304(c)(1). The justification for this sole-source action is that USPCI is the only Contractor permitted in the State of Utah to handle hazardous waste, or waste that has been contaminated with Chemical Warfare Material (CWM). Soil removal contract services are required for actions resulting in removal of hazardous and toxic waste and soil potentially contaminated with CWM. These actions include transportation, providing of roll-off containers for hazardous waste and soil removal, staging and restaging of containers, solidification of liquid waste, and disposal of hazardous waste. The disposal will be in a State of Utah approved facility. The Contractor will have access to vehicles that are capable of transporting hazardous waste. In order to meet the State of Utah and EPA requirements, work must begin 31 July 1995. Opportunities for subcontracting with small businesses are not suitable because of the potential hazard involved from CWM. Specific performance period requirements will be established as the work progresses. Contract type will be requirements. This is not a formal solicitation. The synopsis of intent to award a sole source contract is not a request for proposals/offers. Contractors who can provide the U.S. Army Engineer Division with the above services are invited to submit in writing an affirmative response which includes, as a minimum, the proposed credentials and qualifications, any applicable pricing data, and any additional information indicating a bona fide ability to meet this specific requirement. All responsible sources may respond to this synopsis, and all such responses will be considered by the agency. If no written responses are received within 15 calendar days, a sole source contract will be issued. See Numbered Note 22 (0181)
