OPERATION & MAINTENANCE POC Contact Contract Manager, 1Lt Orlando, or

Development Test Center (AFDTC), 46th Test Wing at Eglin AFB FL intends
to increase the ceiling amount from $27 million to $36 million on
existing requirements contract F33657-90-D-0048. The performance period
remains unchanged with a completion date of 30 September 1995. This is
a sole source action in accordance with FAR 6.302-1 to only one
responsible source, Lockheed Corporation, Lockheed Ft. Worth Co., PO
Box 748, Ft Worth TX 76101-0748. This contract is for support of Test,
Operations and Maintenance (TO&M) for the U.S. Air Force Electronic
Warfare Evaluation Simulator (AFEWES) Test Facility located at Air
Force Plant No. 4, Fort Worth, Texas. This program provides an
assessment of the effectiveness of equipment and techniques being used
or developed by the Department of Defense (DOD) Electronic Combat (EC)
programs, Foreign Military Sales EC programs, and Contractor EC
programs. EC systems are evaluated through the use of the AFEWES
simulators to provide a realistic effectiveness evaluation of the
actual selected EC equipment. The AFEWES contains high-fidelity,
fully-dynamic background and primary player Test and Evaluation (T&E)
resources in the Radio Frequency (RF)/Millimeter Wave (MMW) and
Ultraviolet/Electo-optic/Infrared (UV/EO/IR) spectral regions. These
simulators have been developed and updated over the past 36 years and
represent diverse computer and technology levels. All simulations
operate in real-time, at real frequency/wavelength, and include
man-in-the-loop where appropriate. These simulations are for testing
all phases of the acquisition cycle for EC equipment in a
Hardware-in-the-Loop (HIL) environment. The RF/MMW background player
simulation is the Multiple Emitter Generator (MEG). The UV/EO/IR
background player is the Infrared Image Display (IRID). These
simulations are categorized as open-loop simulations. These open-loop
simulations provide a dense background environment for testing EC
equipment, and can be used as a ''stand alone'' or in conjunction with
the primary players described below. The RF primary player simulations
are an aggregation of validated Surface-to-Air Missile Batteries (SAM),
Anti-air artillery (AAA), and Airborne Interceptors (AI), that operate
between 0.5 and 18.0 Ghz. IR primary player simulations are comprised
of multiple RED and BLUE SAM (missile only) and Air-to-Air Missile
(AAM) simulations which include actual seekers and correct IR
wavelengths. These simulations are categorized as closed-loop
simulations. The RF close-loop simulators employ extensive
man-in-the-loop interactions. Successful contract performance requires
in-depth knowledge, and hands-on manning to perform daily testing,
operating and maintenance functions. Additionally, technical management
of the AFEWES test facility and support of the Air Force's program
office is required. Potential offerors will be screened for their
knowledge, experience and demonstrated ability in the following areas:
operating and maintaining unique HIL EC simulators, as well as
conducting multiple, multi-spectral EC tests to include planning,
conducting and reporting. The offerors will be evaluated on their
ability to provide a management plan that describes their approach to
support the maintenance and operations of the AFEWES. In this plan, the
offerors shall propose how these TO&M costs will be distributed, based
on a proposed minimum test schedule requirement such that the AFEWES
remains cost effective for EC HIL testing and also self sufficient for
maintenance and operations. The offerors will also be evaluated on
their ability to upgrade existing simulators according to latest
information as well as their ability to acquire replacement/repair
spares for simulators and Special Test Equipment (STE). Critical to
this program is the contractors' knowledge, capability and demonstrated
performance to integrate new simulators and STE into the existing
AFEWES architecture as this new equipment becomes available for the
AFEWES upgrade tasks/contracts. Because of the nature of EC testing,
and the technical requirements of the simulators, the successful
contractor will be required to have as a minimum, a SECRET clearance
with up to, and including a TOP SECRET Sensitive Compartmented
Information (SCI), upon award. Firms having an interest, capability and
appropriate background are invited to submit particulars of
qualification and experience. All responsible sources may submit a bid,
proposal or quotation which shall be considered by the agency. Col

staff or contracting officer, but to serve as an honest broker and
