R -- MANAGEMENT AND ORGANIZATIONAL DEVELOPMENT CONSULTING SOL DE-AC05-95OR22442 DUE 082195 POC Contact Ballard Jackson, Contract Specialist (615)241-6137 Robert French Contracting Officer (615)576-4849 The Department of Energy has a requirement for a Management and Organizational Development consulting contractor to provide advice on organizational development activities and/or management consultation to management, supervisors, and staff at the Oak Ridge Operations Office, Oak Ridge, Tennessee, and its site offices located in Missouri, Kentucky, Ohio, and Virginia. Over a period of 12 months with two 12 month options, commencing with award of the contract, the consultants will provide an estimated 200 hrs./yr. or 600 total labor hours (over three years), of consulting services. The consultants will advise on: (1) Effective techniques and strategies (designed specifically around the culture of Oak Ridge) for assisting the Office during periods of major transition so that staff productivity and morale are maintained. (2) Designing innovative solutions to office-wide management issues and improve management processes. (3) Redesigning of organizational structure and work flow processes so that they are altered in ways to help staff most effectively accomplish work in this multi-program energy office. (4) The design of systems for continually improving communications within Oak Ridge. (5) Team-building with management and staff groups. The consultants may also be required to serve as a technical resource to Oak Ridge facilitators and internal consultants. DOE reserves the right to select one or more consultants; and in the case of more than one, to assign different aspects of work to either one or both. If more than one consultant is selected, it is anticipated that the work of the consultant will be coordinated. Selected consultants will be awarded a minimum of 50 hours of services which shall be furnished from time-to-time during the initial contract period by mutual agreement. Consultants will not be paid for tome spent traveling to and from the Oak Ridge Field Office work sites or other mutually agreed upon sites. Consultants will, however, be reimbursed for approved travel expenses at Government rates as established by Federal Travel Regulations. DOE estimates 200 hours of consulting services required during each of the next two option periods; however, these hours are not guaranteed, and will be dependent upon whether or not the term of the contract is extended. A firm-fixed-price per labor day or hour contract is contemplated. As a prerequisite to evaluation, at least one (1) primary consultant on the team proposed must meet the following minimum requirement: (1) Minimum three years organization development experience with a large private company or government agency, and (2) Ph.D in Organizational Development, Organizational Psychology, or related fields (e.g., management development, psychology, etc.) or a Master's degree on Organizational Development, Organizational Psychology, or related fields, or bachelors degree in organization development or a related field.
