255-6134. The objective of this synopsis is to obtain sources to
augment Aeronautical Systems Center (ASC) integrated logistics support
capability. The effort will involve performing those logistics tasks
related to the development, production, deployment, operation,
maintenance, training for, and support of various weapon systems being
acquired through ASC. These tasks will include the full range of
logistics actions required to analyze problems, define alternative
solutions, provide recommended courses of action, provide written
reports and accomplish specifically assigned work per each task order.
It will also require intermittent, quick response, specialized
technical or analytical support for time-critical requirements.
Responding firms shall demonstrate in their response to this
announcement a capability in the following areas: (1) Studies and
analysis. Perform life cycle cost, cost benefit analysis, risk,
logistics support and comparative logistics trade-off analyses of
specific integrated logistics support problems or areas of emphasis and
studies into various warranty related subjects. The problems/areas of
emphasis will be related to the design, development, acquisition,
production, modification, operation, maintenance, sparing, training
for, support, and operations and support cost of a weapon system as
specified by specific task orders, (2) Management Support. Assist
management to perform tasks that include development and update of
plans and schedules, developing and conducting training courses,
tracking support equipment recommendations, technical order acquisition
support or any non-management tasks related to the process of
integrated logistics support. The contractor shall demonstrate
capability to immediately obtain and apply the necessary personnel
resources with education and experience in the following areas:
manpower, personnel, training, support equipment, supply support, data,
industrial, warranties, system analyst/programmer, life cycle cost,
facilities, logistics, computer simulation techniques, operations
research analyst, test, systems acquisition, T.O. acquisition,
information resources and acquisition. Level of contractual support
will be dependent upon complexity of specific logistics tasks assigned
within each task order. Total length of contract will be a maximum of
60 months. Teaming arrangements are encouraged. Contractor will be
required to assist Air Force logisticians perform or ensure completion
of any one or a combination of tasks in the following Integrated
Logistics Support areas: Maintenance Planning, Manpower and Personnel,
Supply Support, Support Equipment, Technical Data, Training and
Training Support, Computer Resource Support, Facilities, Packaging,
Handling and Transportation, Design Interface, Logistics Support
Analysis, Life Cycle Cost Management, Design to Cost, Training and
Instruction using the Instructional Systems Development Method. The
contractor will also be required to conduct studies into various
warranty-related subjects to include the full range of skills and
activities to perform end-to-end warranty analysis and implementation.
The following are general guidelines which you should address in your
written capability statement: A. Company History (1) size (2) revenues
(3) business base (4) if 8(a), date graduating from the 8(a) program.
b. Technical Capability (1) describe your planned Teaming and/or
Subcontracting arrangements (2) Describe your company's/team's
technical capability to perform the Integrated Logistics Support and
Warranty work described above (a) Include two correlational matrices.
One should list employee name versus education. The other should list
employee name versus experience in the ILS and Warranty areas called
out above. (b) Provide a short summary of your company's/team's ILS
projects/efforts to the type work to be accomplished under this
proposed effort. (3) Describe any unique capabilities that your
company/team has that will improve ASC capability to perform the
acquisition logistics mission. (4) Describe your company's/team's
technical equipment, facilities and computer resources. This capability
submittal has a 20 page maximum limit. The contract will contain a
Contract Security Classification Specification requiring a facility
clearance and storage capability of SECRET. Offerors must possess such
classified storage capability clearances at time of award or be able
to demonstrate in their proposal, capability of successfully obtaining
them within 60 days after contract award. The contractor will not need
access to classified material prior to contract award. The successful
contractors should have, or must otherwise, within 60 days of award,
establish a local office within a 25 mile radius of Area B, Building
16, Wright-Patterson AFB, Ohio with a strong logistics staff and
ability to respond quickly to short turnaround or time critical
analysis requirements. The contractor will be required to provide local
rates for each labor category for Wright-Patterson AFB, all five ALC's
and Eglin AFB. Firms responding are required to indicate whether they
are a small business, small disadvantaged business, 8(a) certified
business, or large business. A size limit of 1500 employees including
the offeror and it's affiliates is applicable in determining a small
business size (SIC 8731). Multiple awards, limited to one contract per
prime contractor, are anticipated. The Government reserves the right
to set the acquisitions aside for small business and/or 8(a)
competition. Responses to this synopsis must be submitted within 21
days after the date of this notice. The request for proposal may
include the requirement to respond to the specific initial tasking

The only purpose of the Ombudsman is to receive and communicate
serious concerns from potential offerors when an offeror prefers not to
use established channels to communicate his/her concern during the
proposal development phase of this acquisition. Potential offerors
should use established channels to request information, pose questions
and voice concerns before resorting to use of the Ombudsman. Potential
