The contractor shall provide all labor, materials, equipment, supplies and supervision for (1) installation of a central computerized Energy Monitoring and Control System (EMCS) for various mechanical and electrical equipment in appoximately seventeen buildings and (2) provide materials, equipment, supplies, labor and supervision for additional or upgrade of mechanical/electrical equipment in approximately seventeen buildings. The work includes but is not limited to installing approximately 200 points for monitoring and/or controlling various equipment (i.e., chillers, steam valves, night setbacks, etc.). The new equipment to be installed includes but is not limited to backflow preventors on the fire system, electrical sub-metering, water heaters, etc. Work is to be performed at the National Emergency Training Center located in Emmitsburg, Maryland. The price range for this project is between $500,000 and $1,000,000. The period of performance for this contract is approximately 540 calendar days. The invitation for bid will be available on or about 8/21/95 and the bid opening on or about 9/22/95. A site visit will be scheduled on or about 9/6/95. These dates are tentative and will be specified in the IFB package upon its release. This procurement is 100% set aside, the standard of which a concern including its affiliates, having an average sale or receipts for its preceding three fiscal years not in excess of $17.0 million (SIC CODE 1542). Plans and specifications will be limited to ONE SET per contractor. The contractor is responsible for reproducing additional sets. No Telephone Requests for the solicitation will be accepted.
