The project provides for upgrading the HVAC controls and adding energy meters to selected buildings at Pope Air Force Base North Carolina. Energy meters (gas and/or electric meters) shall be provided and installed on seven buildings. A total of four gas meters and four electric meters will be installed. The existing HVAC temperature controls on 21 selected buildings will be upgraded to include DDC controls. Upgrading will include connecting existing temperature controls to new DDC controllers with data transmitted by telephone modem to two host facility sites. Computers, software, printers, and modems will be provided at each host facility. The magnitude of this project is between $500,000.00 and $1,000,000.00. The estimated period of performance is 224 calendar days. This proposed acquisition is being considered for 100% set aside for Small Disadvantaged Business Firms (SDB). Interested SDB firms need to submit their interest not later than 13 Jul 95 and provide evidence of eligibility. If adequate interest is not received from SDB firms, the solicitation will be issued unrestricted; therefore, replies are requested from all business concerns. SDB eligibility evidence to include performance references, previous similar projects completed, and positive statement of eligibility as a socially and economically disadvantaged business concern, along with bonding capability.
