The vessel shall in all respects be suitable for both day and night use in all weather conditions. Vessel shall be constructed to accommodate a crew of two with an occasional increase to a crew of four. Important requirements are for the operator to be afforded a clear 360 degree view and that the vessel's appearance be of a distinct patrol and enforcement nature. Offerors shall furnish scale drawings of the proposed vessel with their offer. Evaluation factors for award will include technical experience, staffing, technical approach including evaluation of the drawing of the proposed vessel, facilities and equipment, past performance, and price.
