Contracting is considering entering into a negotiated, contract (base
year with two option years) for arrangements to facilitate purchasing
Commercial-off-the-shelf (cots) computer software, hardware and
ancillary equipment. There is apossibility of multiple awards. Our
basic concept is to enable the end user to purchase all items needed
for PC workstation use such as ''packaged'' software, ancillary
hardware, cables, connectors, etc. Using established Government credit
card procedures in addition to small or simplified purchase procedures
through procurement Personnel. The basic idea is to enable an
authorized Government employee to purchase any of the products offered
for sale as seen in a Commercial store selling information processing
equipment and supplies. Services to be provided would include the
ability to demonstrate operation of the software/hardware in a
merchandise display area. Normal services provided by a Commercial
store such as acceptance of creditcards, display of merchandise,
availability of sales Personnel to respond toquestions, product
demonstrations, returns of merchandise, etc. Would berequired. The
contract arrangement is envisioned to include all items in the
''store'S'' inventory/catalog and items ''on sale''. Item pricing is
envisioned to be the store'S price offered to the Public less a
discount percentage based on the volume purchased in a Given time
period. This effort would begin Witha test limited to the Columbus,
Ohio area. All parties interested in providing the capability to
furnish the above described products/servicesshould submit their
qualifications describing their concept to implement the purchasing
arrangement synopsized above, their ability to supply such items, and
a description of their currently available facilities. All responses
must contain sufficient information to enable evaluation of the
capability of thecompany'S ability to meet requirements of the agency.
This announcement is nota request for competitive proposals. NO Fee or
payment will be made for submitting qualifications. NO Solicitation
document exists and NO award is intended on the basis of any response
