Requirements Type Indefinite Delivery Contract (IDC) shall provide for
the issue of delivery orders (DO) to acquire A/E services necessary to
plan for and accomplish Environmental Compliance Activities (ECA) to
comply with Executive Order 12856. ECA may include, but not be
necessarily limited to, any combination of the following over the life
of the contract for various sites and facilities nationwide, although
this is not a guarantee of actual work: Conduct multimedia
environmental compliance assessments, including any combination of
development or review of the site protocol manual, development of
state, local, and applicable community requirements supplement to the
manual, development, preparation, and completion of the previsit
questionnaire, completion of on site assessment activities, preparation
of the assessment report with a range of alternative/recommended
corrective measures with estimates, and development/input of IHS-wide
computerized database; Pollution prevention opportunity assessments;
Due diligence surveys; Storm water permits; Conducting site specific
resource field examinations, including asbestos assessment, with
alternative/recommended corrective measures; Impact and alternative
assessments; Design of environmental remediation projects; preparation
of waste minimization plans; storm water pollution prevention plans;
hazardous waste and materials management plans; solid waste management
plans; Spill prevention control and countermeasure plans; Field
sampling; Sample analysis; Field monitoring; Data analysis; Inspect
environmental remediation projects; Develop training programs for
facility personnel for various aspects of ECA; and related studies and
investigations. The design of building/site remediation may include
incidental building/site alterations, which requires standard A/E
design services in addition to the ECA services. The proposed contract
shall be used to satisfy all Department of Health and Human
Services/Indian Health Service (DHHS/IHS) requirements for
DHHS/IHS-owned hospitals, clinics, health stations, health centers, and
other health treatment facilities. This includes DHHS/IHS-owned public
spaces, office spaces, staff housing, and related facilities which
support the health facilities noted previously. The IHS facilities are
located within the twelve IHS geographic areas. The IHS regional Area
Offices and the states included in their respective geographic regions
are: Aberdeen (SD) with IA, NB, ND and SD; Albuquerque (NM) with CO and
NM; Alaska (Anchorage, AK) with AK; Bemidji (MN) with MI, MN, and WI;
Billings (MT) with MT and WY; California (Sacramento, CA) with CA;
Nashville (TN) with AL, FL, LA, ME, MS, NY, NC, and TX; Navajo (Window
Rock, AZ) with parts of AZ, UT, and NM; Oklahoma (Oklahoma City, OK)
with KS, and OK; Phoenix (AZ) with NV and most of AZ and UT; Portland
(OR) with ID, OR, and WA; and Tucson (AZ) with south central AZ. The
proposed contract includes, on a non-mandatory basis, Tribally-owned
hospitals, clinics, health stations, health centers, and other health
treatment facilities and public spaces, office spaces, staff housing,
and related facilities which support the health facilities. These are
also within the IHS area noted above. Requirements do not include
activities approved for contracting by Indian Tribal organizations
under the Indian Self-Determination Act (P.L. 93-638). The proposed
contract includes, on a non-mandatory basis, various National
Institutes of Health (NIH) facilities outside the Bethesda, MD
headquarters campus and various Department of Education (DEd)
facilities for asbestos assessment and/or remediation. The prime
contractor shall have the in-house capability and capacity to manage
and perform the complete range of ECA services described herein. There
shall be one primary multimedia ECA team for managing all work
performed nationwide, whether performed by the primary ECA team or by
secondary ECA teams, to ensure that the reports and designs produced
under each DO are of a uniform high level of quality and are in a
standard format compatible with similar products delivered under other
DO's. The contractor's capacity will be evaluated in part on the
extent to which the qualifications of the members of the primary ECA
team cover the range of ECA's, evidence that the members have
previously worked together as a unit, and evidence of standardized
company-wide procedures. The offeror's response to this announcement
must identify the members of the proposed primary ECA team and describe
the composition of any proposed secondary ECA teams, including
geographical locations and organizational relationship to the primary
ECA team. Design and engineering features of the work shall be
accomplished or reviewed and approved by architects or engineers
registered to practice in the particular field involved in the state in
which the work site is located. The architect(s)/engineer(s) shall be
or must become registered in the State of the work site prior to
performing any work under contract in that State as required by that
State. The contractor shall be required to use Word Perfect 5.1 and
AutoCAD 12 (or the latest releases) or compatible in the preparation of
all documentation including correspondence, protocol manual and
supplements, assessment and other reports, charts, etc. All
measurements, dimensions, etc. shall be metric (SI). Evaluation factors
for this contractor selection are listed in descending order of
priority. The contractor shall demonstrate how he/she meets each
evaluation criteria (at a minimum, include in Part 10 of SF 255,
descriptions of no more than two projects listed in Part 8 of SF 255
which specifically demonstrate the experience and expertise required in
the evaluation factors): Demonstrated capacity (headquarters management
team and number of branch offices with regional, full ECA expertise,
particularly within the various IHS Areas) to respond to sites
nationwide and to accomplish the work in the required time; Knowledge
and experience in coordinating ECA headquarters and branch office work
to ensure a uniform product nationwide; Professional qualifications
and experience on all ECA teams necessary for satisfactory performance
of all required ECA services; Specialized experience and technical
competence in all applicable aspects of ECA services for large and
small health, laboratory, schools, quarters, and related support
facilities; Demonstrated past performance on comparable projects (all
the elements of ECA work for large and small health, laboratory,
schools, quarters, and related support facilities) with government
agencies and private industry in terms of cost control, quality
control, and compliance with performance schedules; Experience with and
demonstrated ability to work with owner management teams including
representatives from Tribal governments; Extent to which the offeror
has provided for Indian preference in employment, subcontracting, and
training. There will be one contract for a one-year period with options
for two additional one-year periods. The average DO is expected to be
$40.00. The total estimated fee to be paid for the contractor's
services performed under the awarded contract is $300,000 to $800,000
for the first year and $1 mil per year for each of the two option
years. These estimates of the average DO and probable needs are for
information only and are not intended to imply that the estimates are
an exact indication of the average DO or total services that will be
required. Reference FAR 52.216-19, DO Limitations: The individual DO
limitations shall be: (1) Minimum: $500; and Maximums: (1) The
single/combination item DO maximum limitation shall be $300,000; (2)
the 30-day aggregate DO maximum shall be $300,000; and (3) the yearly
aggregate DO maximum limitation shall be $1 million. All submittals
must be in duplicate (two copies of SF 254 and SF 255). Brochures or
other presentations beyond those sufficient to present a complete and
effective response to this announcement will not be considered. The
proposed contract is listed on an unrestricted basis in accordance with
the Small Business Competitiveness Demonstration Act. All responsible
sources may submit the SF-254 and SF-255 package, which shall be
considered by the agency. Pertinent statements relative to the
evaluation factors shall be included in Part 10 of SF 255. Submittals
must be received by 3:00 P.M., local time, August 7, 1995. Submittals
