SYNOPSIS FOR COMMERCE BUSINESS DAILY U.S. Dept. of Housing and Urban Development Pacific/Hawaii Region Regional Contracting Division 450 Golden Gate Ave. San Francisco, CA 94102 Tel: (415) 556-0667 R - ARCHITECT-ENGINEER SERVICES -- Survey, INSPECTION, DESIGN, AND CONSTRUCTION MANAGEMENT of MULTIFAMILY PROJECTS WITHIN PACIFIC/HAWAII REGION Services required are Initial and Final Comprehensive Inspection of Multifamily Projects. For typical and non-complicated projects, there will be instances where only one or two persons with multi-discipline background will be required to perform field inspections. Other large and complicated projects, some or all engineering discipline services such as civil, electrical, mechanical, fire sprinkler and alarm, security, structural, landscaping, geotechnical, environmental, etc. might be required, to identify immediate threats to the health and safety of tenants. Actual scope of surveys will be determined when delivery orders are issued. Services will include preparation of drawings, specifications, other contract documents, and detailed cost estimates for the repair work, including new construction work, identified in the surveys above. Services will also include construction management to insure contractor compliance with contract requirements, and post construction follow up inspections. Other services include physical inspections of apartment projects before and/or after closing of sale of HUD MF projects. Inspections will include monitoring of purchaser's performance of repair requirements program which is a condition of sale, certifying that all repair items are satisfactorily completed before release of funds, Letters of Credit, or other restrictions applicable to the repair requirement. Projects are primarily located in California, Arizona, Nevada, and Hawaii. Project sites might expand to North Dakota, South Dakota, Wyoming, Montana, Utah, Colorado, Oregon, Washington, Idaho, and Alaska. The cumulative amount of delivery orders under the contract shall not exceed $500,000 within the two year basic term and two-one year options. The guaranteed minimum amount of delivery orders is $24,000 per year within the life of the contract. Significant evaluation factors for consideration, listed in the relative order of importance the government attaches thereto, are contained in Note 62. Those firms qualified to provide the services described in this announcement, may submit their Standard Forms 254 and 255, to HUD Pacific/Hawaii Contracting Division, address shown above, not later than the close of business on the 30th day after the date of this publication. Item 4 of Form 255 shall indicate personnel strength of the principal firm. Additional personnel strength, including consultants, may be indicated parenthetically. A copy of the latest Form 254 should also be submitted for each consultant. Personal visits for the purpose of discussing the scope of services will not be scheduled or entertained due to the expected extensive response to this advertisement. Estimated start of services - September 1, 1995. Contract type will be negotiated A-E Fixed Price, Indefinite Quantity contract, using GSA Standard Form 252 with A-E contract provisions, as issued by U.S. Dept. of Housing and Urban Development. Note 62. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit (1) SF 254, Architect-Engineer and Related Services Questionnaire (2) SF 255, Architect-Engineer and Related Services Questionnaire for Specific Projects, and (3) any requested supplemental data to the Procurement Office shown above. Following an initial evaluation of the qualification and performance data submitted, three or more firms considered to be the most highly qualified to provide the required services, will be chosen for interview. The Dept. of HUD's policy for selection of A-E firms is not based upon competitive bidding procedures, but rather based upon the following selection criteria: (1) Professional Qualifications necessary for satisfactory performance of required services (2) Specialized experience and technical competence in the type of work required (3) Capacity to accomplish work in the required time (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules (5) Location in the general geographical area of the projects provided that application of this criterion leaves an appropriate number of qualified firms, and (6) the volume of work previously awarded to the firm by federal agencies, with the object of effecting an equitable distribution of federal A-E contracts among qualified firms, including small and small disadvantaged business firms.
