STUDIES AND DESIGN TASKS AT MSFC AL: IDENTIFICATION NO: A-E 2(95) SOL

Architect-Engineering services to be provided under this procurement
consist of field investigations, studies, preliminary engineering
reports (PER'S), final designs, and other AE services for the following
described efforts: (1) Cost studies, engineering feasibility studies,
and preliminary engineering reports for large Construction of Facility
(CoF) projects, as well as for smaller locally approved projects --
(2) Preparation of final design documentation for miscellaneous
modification, rehabilitation, new construction, and repair projects
ranging in construction value from $10,000 to approximately $1,000,000
-- The work to be done on this contract will require all disciplines
-- The AE's in-house capability will be a consideration and as a
minimum, the AE shall have the mechanical, electrical, structural, and
cost estimating disciplines in-house -- It will be a requirement that
all work be overseen by a registered professional in each respective
discipline -- In addition, all work produced under this contract will
require the stamp of a registered architect or engineer -- The AE shall
show evidence of experience in the following experience profile codes:
013, 015, 019, 023, 032, 036, 040, 043, 046, 051, 055, 056, 058, 061,
062, 072, 079, 080, 083, 089, 097, 100, 101, 112, and 116 -- In
addition, the AE shall show evidence of expertise in designing ultra
high vacuum systems and cryogenic systems, including systems which
handle hazardous cryogenic materials such as liquid oxygen and liquid
hydrogen -- Another area the AE shall show evidence of experience is in
the design of instrumentation and control systems -- Because of the
nature of this contract, the AE's distance from Huntsville, AL, will be
a consideration -- In their submittal, the AE should clearly define
which office will be lead and the capabilities and size of that
particular office -- Other company resources and experience should be
shown separately from the lead office resources and experience -- A
basic ordering agreement type contract is anticipated, with an
estimated start date of October 1, 1995, and completion date of
September 30, 1996, with two one-year option periods -- Firms
responding to this synopsis should include appropriate information
regarding any consultants or associates to be used and should include
the Identification Number AE-2(95) in their submitted Standard Forms
254 and 255 and accompanying letter of transmittal -- The above
services are not set-aside for Small-Business or Small Disadvantaged
Business firms -- Architect-Engineer firms which meet requirements
described in this announcement are invited to submit a completed
Standard Form 255, Architect-Engineer and Related Services
Questionnaire for Specific Project, and appropriate data as described
in Numbered Note 24 to the address shown above no later than 30 days
from the date of this publication -- If consultants or associates are
to be used, their appropriate information should also be included --
Evaluation criteria and all other provisions of Numbered Note 24 shall
apply to this notice except that (a) in the sentence beginning
''Selection of firms for negotiations,'' the fourth additional
consideration listed is changed to read: ''(4) past experience, if any,
of the firm with respect to performance on contracts with NASA, other
Government agencies, and private industry;'' and (b) in the last
sentence, ''National Aeronautics and Space Administration'' is
substituted for ''Department of Defense'' -- This notice is intended to
provide sufficient information for preparation of a Standard Form 255
and MSFC officials should not be contacted by letter or telephone to
request additional information -- Additional information will not be
furnished at this time -- Submittal should be properly marked with
Identification No. AE-2(95) -- The mailing address for all overnight
