R -- EXCLUSIVE BROKER SERVICES Sol RFP 09-00-6-022P. Due 081595. Contact Betty C. McMurtry, 904-338-3426, Contracting Officer. USDA, Rural Economic & Community Development (RECD) requires contractors to provide exclusive broker services for the sale of Government single-family inventory properties located in the counties of ORANGE, OSCEOLA AND BREVARD in the State of Florida. The award will be an indefinite quantity, indefinite delivery contract covering the period FY 96 subject to the availability of funds. The Government's estimate is between $50,000 and $100,000. The Go, No-Go evaluation factor is proof of licensed real estate broker in the State of Florida at time of technical evaluation. EVALUATION CRITERIA: Proposal shall be evaluated on a competitive basis, and the proposal that offers the greatest value to the Government will be considered for an award. An Offeror's proposal will be evaluated in the following areas: (1) Experience with RECD/FmHA sales and loan procedures (Minimum: Sold 5 or more properties for FmHA or HUD as broker or co-broker within past 3 years); evaluation factor is equal in consideration to price; 15 points. (2) Member of the Multiple Listing Service (MLS) (Minimum: Member of MLS for each county to be serviced or establishes a communication system for immediate notification of co-brokers); evaluation factor is equal in consideration to price; 10 points. (3) Knowledge of local real estate market (Minimum: At least 2 years selling experience in local area for sales of single family dwellings); evaluation factor is considered greater than price; 20 points. (4) Office facilities and parking facilities (Minimum: Established office within 50 miles of County Office to be served); evaluation factor is considered less than price; 10 points. (5) Availability of Sales Representatives (Agents/Brokers) (Minimum: Full-time staff of one available Monday-Friday with coverage on weekends via answering service); evaluation factor is equal in consideration to price; 10 points. (6) Advertising Plan and Innovations to be utilized in marketing (Minimum: Once weekly ad in publication with distribution to local clientele eligible for low and very low financing); evaluation factor is considered greater than price; 20 points. (7) Documentation of Outreach efforts in marketing to RECD clientele (Minimum: Fair Marketing Housing Plan, HUD Form 935.2); evaluation factor is considered greater than price; 15 points.
