Resultant contract will be a one-year requirements contract with an estimated quantity of 1000 hours. The objective is to develop Arc/Info digital data - Arc coverages and Info databases for selected data. Informix relational database tables may be specified in some task orders. Data are usually at 1:24,000 and derived from USGS 7.5 minute quads. The contract covers four particular types of data conversion/creation activities. (1) Conversion of PLSS, hydrography, transportation, boundaries, and occasionally other USGS Digital Line Graph (DLG) data into Arc coverages and Info (or Informix) tables. This category also includes possible conversion of US Forest Service Cartographic Feature Files (CFFs) into Arc/Info/Informix and/or conversion of BLM's Geographic Coordinate Data Base (GCDB) information into landlines coverages. (2) Capture of ownership/withdrawals data using converted digital landlines information and BLM Master Title Plats (MT Plats or MTPs) into Arc/Info or Informix. In some task orders, digital alphanumeric data may be provided in addition to the MTPs. (3) Conversion of MOSS (Map Overlay and Statistical System) and/or ADS (Automated Digitizing System) data (including thematic layers such as soils or wildlife) into Arc coverages and Info or Informix tables. ADS and MOSS are software packages distributed by the BLM's Service Center Office in Denver. (4) Capture of new data in Arc/Info format, using table digitizing or scanning techniques, from BLM-provided source materials. All four types of data conversion/creation activities will require the collection of metadata. Significant evaluation factors include technical approach, qualifications of key personnel, and qualifications of the organization. Anticipated award date is August 14, 1995.
